Introduction

The Patient Linkage & Retention Project Officer is located full time in Haiti, and reports to the Patient Linkage and Retention Manager. This position is responsible for the implementation and oversight of the NASTAD Haiti Patient Linkage & Retention (PLR) Project. Through this project, NASTAD and the Haitian Ministry of Health (MoH) work with Community Health Teams to improve the quality of their activities related to HIV and patient tracking/follow up. The Project Officer will work with MoH, Community Health Teams to identify gaps and barriers and to provide technical assistance.


Fonctions

System Implementation, Monitoring and Evaluation
• Identify, collaborate and ensure buy-in from key MoH personnel at the departmental levels as well as key site staff and network administrators.
• Ensure adequate project-related training at the departmental and site level.
• Collaborate with MoH to provide supportive supervision and mentoring to staff and sites to ensure active and correct use of the system, including inputs, quality management, and outputs.
• Facilitate periodic PLR meetings at the local and departmental levels to discuss best practices, regional needs, and referral sources.
• Use the project monitoring and evaluation framework to track system progress and use and identify successes, needs and gaps. Based on evaluation findings, introduce changes and improvements to the system as needed.
• In collaboration with MoH and other staff involved in the tracking system, develop plans for expansion of the system.

Data Security and Confidentiality
• Contribute to NASTAD Haiti data security and confidentiality plan, protocol, and audit/M&E framework.

Outreach and Advocacy
• Develop and maintain strong, proactive relationships with key MSPP staff and others working in patient’s tracking system and community-based services.

Other
• Implement all agreed-upon activities in a timely and complete manner.
• Accurately report out on all agree-upon activities on a monthly basis.
• Attend regularly scheduled NASTAD/Haiti staff meetings.
• Participate in other surveillance activities.
• Strictly follows data security and confidentiality protocol.
• Up to 50% travel within Haiti as needed.
• Other duties as assigned.


Qualifications Requises

Education/Experience
• Minimum of four (4) years of HIV/AIDS program experience
• Experience in monitoring, evaluating, and documenting observed activities
• Experience in training and group facilitation
• Experience in data management and data analysis with demonstrated ability to perform simple reporting statistics

Knowledge and Skills
• Excellent written/oral communication and presentation skills in French and Creole; English is an asset
• Knowledge of HIV/AIDS including HIV prevention, care and treatment
• Strong analytical skills with a demonstrated ability to write clear and accurate reports
• Ability to work independently and autonomously
• Proficiency in Microsoft Office Suite with strong computer skills
• Must be available to travel throughout Haiti

• Excellent verbal and written command of the French language is required
• Position requires the ability to communicate effectively both in person and via telephone and/or non-visual internet connection

• Interest in working with an HIV/AIDS public health organization
• Interest in working within a diverse work environment
• Travel requirement may be up to 50% in and around Haiti
