Introduction
Purpose: The American Red Cross (ARC) International Services Department (ISD) seeks to prevent and alleviate human suffering around the world by responding to disasters, building safer, more resilient communities, and educating future humanitarians. The American Red Cross continues to deepen and expand its international programming while also working to strengthen the global Red Cross Red Crescent Network, in order to deliver critical assistance to some of the most vulnerable communities in the world.
The ARC Haiti Assistance Program (HAP) was established to direct the organization’s response to the 2010 Earthquake. HAP activities focus on integrated community recovery and preparedness interventions working within the Red Cross/Red Crescent network, particularly with the Haitian Red Cross (HRC) and through external partners.
The American Red Cross provides support for the various relief and development projects in Haiti. The Procurement Officer will provide the following support to the Delegation.
Fonctions
Specific Duties and Accountabilities
1. Provide strategic guidance to the development and implementation of ARC’s interventions to support local economic development, food security and livelihoods early recovery.
2. Undertake regular reviews of national and local socio-economic and food security trends and advise senior management on the most relevant and timely intervention strategies in line with ARC ‘s overall programming framework.
3. Advise program managers and program teams on best practices in program design, implementation and monitoring of multi-sector economic initiatives including value chain strengthening, business development, job creation, vocational training, improved access to savings and credit services, and other related components.
4. Contribute to ARC’s post-disaster response and recovery interventions including representing ARC in relevant coordination mechanisms, undertaking joint livelihoods assessments and preparing recovery interventions in collaboration with the Red Cross movement and other partners.
5. Strengthen the capacity of the Haitian Red Cross in planning and implementing viable central level and branch income generating activities as part of its organizational development strategy. Provide training and mentoring on preparing and implementing business development plans for income generating activities.
6. Actively develop relationships and participate in networks with Red Cross Movement, government, NGO, and private sector stakeholders to advance ARC’s economic development and food security strategies.
7. Prepare briefing papers, concept notes, and proposals as required to advance programming in local economic development, food security and post-disaster livelihoods recovery.
8. Contribute to the development of Performance Measurement Plans for economic development and food security projects and/or program components.
9. Monitor the implementation of ARC programs in sectors of expertise as assigned. Track progress of work plans, targets and indicators; provide program teams and/or partners with feedback on the progress and options to improve progress to better align activities for the delivery of results.
10. Manage partner relations to ensure good programming outcomes. Conduct regular partner monitoring visits, prepare reports and advise senior management on key issues requiring their inputs.
11. Lead initiatives for internal knowledge management in sector of expertise, including within HAPs, ARC Regional and NHQ, as well as contribute to external Haiti-wide initiatives. Gather and disseminate knowledge in the economic sector, document and share best practices and lessons learned, and follow-up to support application of best practices in ARC’s programs.
12. Plan and conduct capacity building in technical approaches to local economic development, food security and livelihoods recovery for ARC program teams, HRC and partners’ field staff, including design and lead of trainings, mentoring project staff and monitoring capacity improvements.
13. Collaborate closely with other ARC programs and sectors as well as with Communications, AMEL and Operations to ensure integrated programming and promotion of organizational approaches/procedures.
14. Ensure mainstreaming of all sectors/cross-cutting themes into ARC’s livelihood programs including gender, HIV, accountability to beneficiaries, environment and other priorities as they are defined.
Additional duties:
• Establish and ensure effective working relationships with all staff
• Ensure effective working relationships with National Society counterparts and leadership
• Ensure effective working relationship with technical and service departments at national, delegation and headquarters level
• Perform other work related duties and responsibilities as may be assigned by the supervisor
• Work towards the achievement of overall goals of the operations in the delegation through effective managerial and lateral relations and teamwork
• Respect and work within the code of conduct of the RCM.
Qualifications Requises
Bachelor degree in social sciences or humanities
Masters in Economics/Business Management, Rural Development or related discipline
A minimum of 10 years of relevant experience in Local Economic and Food Security with a strong focus on urban development.
Experience writing strategies, concept notes and proposals.
Experience in monitoring and evaluation of economic development programs and managing relations with implementing partners.
Experience conceiving and delivering trainings on business development.
Experience of working for the Red Cross/Red Crescent or other international humanitarian organization
Demonstrated ability to work effectively with communities, government, private sector, women organizations, youth organizations and other stakeholders at local and national level
Willingness to learn and innovate, flexibility, dedication and creativity
Ability to work to meet deadlines in multiple tasking environments
Ability to work effectively under pressure and to organize and prioritize competing activities
Willing and able to travel whenever required for work purposes
Excellent interpersonal, facilitation, and communication skills
