I. ORGANIZATION SYNOPSIS

II. PROJECT SUMMARY
Ann ALE will provide the Ministry of Education in Haiti (MENFP) and USAID with technical support, materials and training in order to improve reading and writing outcomes in Haiti. It will expand the approaches from the previous ToTAL project (2012-2014), including support to pre-service and in-service teacher professional development and community engagement. The project will work closely with the MENFP to strengthen systems to support the quality reading approaches. To achieve the objectives, the project has engaged international and local partners.

III. JOB SUMMARY
The Grants Manager is a member of the ANN ALE senior management team. Under the leadership of the Director of Finance & Administrator (DFA), s/he will oversee the administration of all types of grants to project beneficiaries, including pre-award, post-award, the day-to-day management and close out of the grants program. The Grants Manager will work closely with the finance, technical, procurement, contracts and backstop team to ensure effective management and monitoring of the grants program, with a focus on compliance with USAID rules and regulations.
Roles and Responsibilities
• Under the leadership of DFA and in consultation with FHI 360 Grants Manual, establish project specific policies and procedures for the issuance and management of different types of grants, including developing/adapting templates, procedures, and regulations to be used for formulating, negotiating, obtaining approvals, executing, monitoring, processing funds request, ensuring compliance with the award documents, modifying and closing the grants according to the organization/donor regulations;
• Where appropriate, assist the grantees in developing the work plans, budgets, monitoring progress, tracking expenses, preparing reports and following up on grantees complains with the terms of their agreements;
• As needed, conduct field visits to monitor grantee activities, collaborate with the technical team to assist in developing and revising mechanisms for making payments, monitoring & report the financial performance. Ensure that these activities are in accordance with the donor and FHI 360 regulations.
• Build capacity of the grantee to ensure compliance with donor standards provisions is met by grantees.
• Follow up with the technical team to ensure the grantee activities meet the implementation/progress as expected.
• Review invoices from local grantees to ensure compliance.
• Provide training and guidance to the technical managers in preparing a clear and comprehensive grant SOW to eligible grantees.
• Review and analyze grant budget estimates for allowability, allocability, reasonableness, and consistency.
• Develop complete grant packages with the required back-up documentation for each grant (i.e., In-kind Grants, Fixed-Award Amount, etc.) and work with the HO Finance Manager to obtain the required Contacts Management Services and USAID Approval.
• Establish and maintain a proper filing system to maintain a complete record of all types of grants issued by the project in the field.
Qualifications Requises
Education: Bachelor degree in one of the following or related fields preferred: Project Management, Business Administration, Finance, International Relations, or related field.
Experience: Minimum of 5-7 years of experience in managing sub recipients receiving grants within the framework of USAID funded programs is required;
Familiars with USAID grant instruments specifically with In-Kind, FoGs, Blended Grants, GUC and Standard grant.
Knowledge of USAID rules and regulations for sub-grants required.
Experience managing grants greater than $25,000 is required.
Knowledge of grant related compliance procedures and familiarity with CFR,
ADS 303 and 312 required.
Demonstrated leadership and integrity.
Demonstrated ability to work with and manage local national staff.
Excellent organizational, time management, prioritization skills, and attention to detail are required.
