Introduction

Jhpiego is seeking an IT Manager to support its Haiti offices.

The IT Manager is responsible for deployment and effective functioning of IT systems and provision of IT services in Jhpiego Haiti offices. In collaboration with Jhpiego HQ IT Director, s/he will provide guidance on IT policy and strategy, and make recommendations for improvement of IT services as required. The IT Manager will mentor and supervise IT staff in the Haiti offices.

The nature of this work requires an individual who is service-oriented, organized, and who can interact with diverse end-users and technical staff; prioritize tasks; and resolve technical issues.

This position requires travel between Jhpiego’s offices throughout Haiti. Some international travel possible.


Fonctions

Management:
• Management and mentoring of IT staff
• Management and direction of use of IT in Haiti offices
• Planning for major developments of IT systems and services
• Ensuring new systems are aligned with IT and business plans and strategies
• Providing technical input into system design
• Integrating new systems with existing systems
• Managing system implementation and software application development projects
• Managing internal and external support arrangements required to deliver effective IT services
• Developing and maintaining IT policies
• Providing regular guidance/feedback to the Haiti Operations Manager on IT policy, strategy and issues

Compliance
• Communicate regularly with the HQ IT team to ensure that the Haiti Offices are in compliance with Jhpiego IT regulations and best practices
• In consultation with HQ IT, develop a schedule for key activities and reviews
• Maintain system and configuration change documentation
• Follow Jhpiego IT Service Management processes
• Maintain inventory and assets of office IT hardware and software
• Prepare, document, and communicate system status reports with HQ IT team


IT infrastructure
• Setup, configuration, monitoring and management of
o Server hardware, server applications, UPSes and other power backup systems
o Network equipment and services
o Internet and VPN links
• Diagnosis and resolution of IT issues escalated by the Haiti IT team
• Escalation of issues to vendors and follow up as necessary
• Maintenance of system and configuration change documentation
• Review of system status reports and follow-up as required
• Management of licences, and support and maintenance contracts for servers and network infrastructure
• Continuous review of specifications of server and network equipment and recommendation of changes when necessary
• Continuous review of processes, procedures and technical solutions for managing servers and networks and recommendation of changes to improve effectiveness and efficiency

IT systems and applications
• Management and maintenance of IT systems
• Diagnosis and resolution of issues escalated by the IT team
• Escalation of issues to vendors and follow up as necessary
• Maintenance of system and configuration change documentation
• Review of system status reports and follow-up as required
• Management of software licences, and support and maintenance contracts

System security
• Maintain security policies
• Monitor compliance with IT policies
• Conduct regular audits of system security
• Develop, manage and test disaster recovery plans
• Setup, configuration, monitoring and management of
o systems required to implement and support the organisation’s security policy
o data backup systems

Other duties as necessary and as assigned.


Qualifications Requises

Required Qualifications
• Bachelor’s degree (degree in IT related field preferred)
• Minimum 5 years’ technical and management experience
• Bilingual English/French oral and written language skills

Knowledge/Competencies:
• Design of server infrastructure and local and wide-area networks
• Setup and administration of:
o VMware vSphere virtualization infrastructure including physical server and storage hardware and iSCSI SANs
o Server operating systems
(Windows and Ubuntu Linux)
o Syslog servers
o Data backup systems (Veeam, Druva inSync) and off-site data replication system (Dell DR4000)
o anti-virus solution (F-Secure)
o network switches, routers and firewalls (Cisco, Cyberoam)
o network services such as DNS and DHCP
o Internet link load balancing and bandwidth management
o infrastructure, system and application monitoring systems
o Active Directory
o file servers
o print servers and printer usage monitoring system
o Windows Server Update Services
o Windows SharePoint Services
o QuickBooks Enterprise
• Ability to assess and differentiate risks to key systems and develop appropriate security policies and recovery procedures for each system
• Demonstrated experience in systems planning, project management, change management and problem resolution
• Knowledge of information and communication technologies and direction
• Experience with an organization operating in multiple locations
