Jhpiego is hiring a Senior Finance Officer who will report to Jhpiego’s Director of Finance (DF). The Senior Finance Officer will provide a range of financial support functions for Jhpiego’s country office in Haiti, including financial reporting using QuickBooks Accounting software, financial management, and budgeting and contract management. Using skills in budgeting, accounting and management, the Senior Finance Officer will ensure that Jhpiego's financial commitments in Haiti are met in a timely way, and that complete financial reports are prepared as required by Jhpiego and the various donors. The Senior Finance Officer will also ensure financial systems and reports are compatible with standard accounting practices and follow USAID rules and regulations. This position will be based in Port-au-Prince, Haiti.


Fonctions

• Work closely with the country office’s finance and accounting staff to strengthen uniform practices and procedures
• Actively work with all levels of country office management to gather, analyze, summarize, and prepare financial plans, budgets, pipeline analyses, and operating forecasts
• Review Haiti projects, on a monthly schedule, assessing expenditure burn rates, funding requirements, sub-grants, and contract cash and financial commitments
• Determine monthly accruals and projections to support forecasting accuracy and project completion as required
• Monitor actual expenditure levels against budgets and funding obligations
• Recommend budget adjustments and other cost improvement measures as needed
• Coordinate the preparation and analysis of financial reports for program and management’s review
• Provide periodic country reports to internal and external clients
• Coordinate and prepare budgets for all assigned accounts
• Assist in the preparation and monitoring office expense allocations, payroll, journal entries, and bank reconciliations
• Ensure financial contractual terms and conditions are met
• Ensure compliance with contract/grant terms and conditions
• Prepare and examine financial documents (invoices, vouchers) and other related payment documents (purchase orders, leases, contracts) to ensure completeness, accuracy, validity of financial information, including accounting classifications and computations
• Work closely with auditors
• Monthly and ad-hoc reporting
• Represent Jhpiego in a professional manner at all times, on the work site, in meetings with the donor

The Financial Officer may be expected to backstop for the Finance Director as needed, those responsibilities include the following:
• Provide guidance to the Chief of Parties and Country Director regarding the financial requirements of the project and office operations
• Work with the Chief of Parties, Program Managers, and HQ program and finance staff, for the preparation of bi-annual project budget and quarterly grants/contracts report
• Track monthly projects expenditures statement
• Plan and manage cash flow and projects disbursement schedule
• Ensure all compliance with current award(s). This will include ensuring that managers respect the code of Federal Regulations, Procurement guidelines to Source & Origin, as well as donor-funded standard provisions
• Check signing authority including review of documentation as well as identification and rectification of any issues
• Ongoing review of current program budget & expenses to ensure adherence. This will include frequent collaborative meetings with component managers to discuss progress and pipelined performance


Given the nature of the work, staff are expected to be flexible and may be asked to carry out duties which are not specifically listed above. The job description may be revised after discussion between the staff member and the organization.


Qualifications Requises

Educations:
• Degree in Finance and/or Accounting, or related field, MBA preferred
• 5+ years’ experience with financial analysis, financial reporting, cash flow analysis, budget development, and forecasting
• 3+ years’ experience managing USG award or contract; preferably in Haiti

Qualifications:
• Strong finance, analytical, and problem solving skills
• Strong interpersonal skills and ability to communicate clearly and effectively
• Working knowledge of Microsoft Office applications (Excel, Word, and Access)
• A thorough knowledge of financial analysis techniques and accounting principles and procedures
• Ability to work within timelines and in pressure situations
• Knowledge of USG assistance policies and procedures
• Knowledge of US government cost principles, GAAP accounting rules, and grant/contract management
• Understanding of the difference between contracts and cooperative agreements and their relevant terms and conditions
• Ability to create complex proposal budgets for diverse donors/sponsors
• Experience in developing finance and accounting policies, procedures and systems
• Comfortable with a team approach to management and the ability to manage several major activities simultaneously
• Prior experience with supervision a Finance team of at least 4 people
• Prior experience with international, non-profit organizations preferred
• Prior experience with USG contracts and award financial management desired
• Prior experience with USG Sub-contract and sub-agreement financial management experience desired
• Demonstrated ability to effectively manage several major activities simultaneously
• Excellent oral and written communication skills
• In depth knowledge financial software applications, databases and spreadsheets, including Microsoft Office packages, QuickBooks Enterprise, and others.
Language Skills:
• Fluency in written and oral English and French. Fluency in Haitian Creole is desirable. Must be able to read and interpret documents, and communicate with others as necessary to perform job duties effectively
