Introduction
HELP's mission is to build, through merit and needs based university scholarships, a community of young professionals and leaders who will contribute to a more just society in Haiti. HELP scholarships include classes at internationally accredited universities, books, housing, transportation, meals, advising and counseling, computer access, classes in English, IT, and Citizenship & Leadership, internship programs, study abroad opportunities, and career services.
Fonctions
Finance Manager reports to the Deputy Country Director and is the line-manager for accounting staff. S/he has primary responsibility for overseeing budgeting, expenditures, financial compliance and reporting, and managing the accounting team in the day-to-day operations in Haiti.
Summary of Responsibilities:
Below are the major responsibilities in order of priority and tasks related to this position. Please note that this summary is not exhaustive.
A. Financial Management: Supervise a staff (currently 1 accountant, 2 accounting assistants and student interns) for the following functions:
• Creating and maintaining HELP’s budget, currently at USD$2 M.
• Ensuring that all expenditures are made in accordance with HELP’s accounting policies and procedures, GAAP and HELP’s mission.
• Maintaining accurate, up-to-date records for all HELP accounts, income and expenditures in QuickBooks.
• Preparing & submitting monthly (and annual) financial reports including bank reconciliations, budget-to-actual, etc.
• Preparing grant expense reports.
• Preparation of records for auditors and other interested parties as necessary.
• Payroll for Haiti and U.S. staff.
B. Compliance & Legal: managing all legal requirements of HELP including:
• Ensuring compliance with both U.S. and Haiti governments and regulatory agencies (i.e., IRS, state governments, MPCE and DGI) and maintaining complete records of related regulatory documents & communication.
• Completing tax filings and related compliance in the US and Haiti.
• Collaborating with lawyers and other advisors/consultants on contracts, legal & regulatory issues in Haiti.
Indicators of Performance:
These indicators are used to guide the performance evaluation for this position. Please note, that these indices are not exhaustive but they are meant to help the employee prioritize her/his work and for his/her supervisor to follow his/her performance:
1. Clean annual audit by U.S. CPA firm (documentation is complete and well managed and transactions follow HELP’s Fiscal Policies and Procedures and GAAP).
2. Deadlines and quality respected for financial reporting, taxes payment and donor reporting.
3. Staff is trained and takes on increasing responsibility.
4. Manager is proactive in his/her communication and consistently provides suggestions and implements improvements to the Finance unit.
Qualifications Requises
- Education: Bachelor’s Degree or higher in accounting or finance
- Work experience: 5 years of non-profit accounting for organizations with budgets larger than $2M.
- Experience managing and supporting staff.
- Essential skills: Strong budgeting, QuickBooks and MS Excel skills
- Languages : Fluency in English and French. Creole strongly preferred
