Introduction

Caris Foundation is the recipient of the USAID grant to implement the BEST program. BEST aims to “support children affected and infected by HIV/AIDS in Haiti to grow into healthy, educated young adults free from violence and the ill-effects of HIV”.
The BEST program encompasses all aspects associated with HIV infected/affected children and pregnant women as well as engaging the community in health education and activities. From ensuring healthcare needs are met to providing education for the OVC population, this program strives to ensure that families are more financially stable and healthy. BEST comprises of three main objectives:

• Expand early identification of HIV infected children
• Improve healthcare for HIV infected and HIV affected OVC
• Increase the capacity of families and communities

BEST achieves these objectives through rapid scale up of a modified version of the current Caris model. Community activities led by community health agents are increased in order to reach out to and support the OVC population and their families. Support groups ensures pregnant women and their children receive a high level of care and remain adherent to hospital visits and ARVs. Micro-finance groups are established to help vulnerable families become more financially stable.

CRS implements for Caris Foundation this microfinance component using MUSO+, CRS’ improved Saving Internal and Lending Communities (SILC) methodology.


Fonctions

The Program Manager provides efficient management to guaranty the coordination, implementation, monitoring and reporting of MUSO+ activities of the BEST project. He (She) also ensure the administrative and financial follow-up of this project in the targeted areas as well as an efficient partnership with local Catholic Church humanitarian organization (CARITAS and DCCH).

SUMMARY OF RESPONSIBILITIES BY PROJECT SECTORS:

1. Capacity building and behavior change:
• Ensures the organization of microfinance groups including Caris beneficiaries to provide inclusive credit, social and financial services to improve their financial education and resilience

2. Health and Human Rights Education and Awareness and livelihood opportunities:
• Ensures that MUSO groups are used as a platform to share Health Education and Awareness to improve their knowledge on Health and Human Rights
• Ensures that MUSO groups members has the opportunity to become entrepreneurs (Private Service Providers (PSP)) and establish sustainable incomes to successfully market their technical consultancy services

3. Communication/Collaboration:
• Ensures transparent and proactive communication with project participants as well as Catholic Church partners and donor and ensure their strong involvement in all steps of the project.
• Ensure that all CRS staff of the project are proactively involved in the project to ensure the increasing of results.

4. Management/Administration/Finance:
• Ensures efficient administrative and financial follow-up with specific CRS department (PRF, budget, quarterly forecast, proper transaction classification for three DSPNs request of advance/disbursement, staff travel process, BCR, allocation space, DSPN staff list, BEST data base, etc);
• Ensure efficient management of partner sub-contract, disbursement, liquidations, etc.
• Provide according to the prescribed deadlines, all narrative and administrative and/or financial report per contract schedule or any other required documents (ex. reports for the region and success stories).

5. HR:
• Ensure efficient supervision of 3 Project Officers (weekly activity schedule, reporting, performance (respect of project target as well as MUSO methodology and health message and staff coaching)


PERSONAL/PROFESSIONAL SKILLS:
• Strong ability to work under pressure
• Strong ability to coordinate and motivate effectively as part of a team
• Strong analytical and organizational skills
• Proactivity to think quickly, make efficient decision and implement strategy and activities with a minimum of support
• Ability to proactively lead a team with a high level of respect and acceptance of dynamics within challenging communities
• Strong communication capacity (negotiation, influence)
• Strong written and spoken communication skills in French, Creole (English highly preferred)
• Experience in project management, including MEAL and donor reporting
• Strong organizational, representational and advocacy skills with partners (Catholic Church), and donor (CARIS Foundation)
• Strong computer skills (MS Word, Excel, Outlook and Power Point), experience applying innovative IT to relief and development work and quick typing.
• Availability to work outside of regular work schedule (before 8am and after 4pm and/or weekend)
• Availability to periodically travel outside of Port-au-Prince (South, Grand Anse and North)
• Driver permit and capacity to drive manual vehicle required


Qualifications Requises

• Bachelor’s Degree (Master’s preferred) in Management or related field or equivalent;
• Minimum 5 experience years including at least 2 years as PM working within Livelihoods (business development) and/or Community Engagement;
• Demonstrated experience in SILC (MUSO) program or similar;
• Demonstrated ability to create strong relationship with Catholic partners;
• Demonstrated ability with project management, including budget, monitoring and evaluation, reporting, etc.
