Introduction
Project Description:
We are currently seeking qualified candidates for the contractual position of National Consultant to lead our Gender-based Violence (GBV) and PLACE studies as parts of the USAID-funded project named Linkages Across the Continuum of HIV Services for Key Populations Affected by HIV (LINKAGES), under the President’s Emergency Plan for AIDS Relief (PEPFAR). LINKAGES is implemented by FHI 360 in partnership with Pact, Intra Health International and the University of North Carolina (UNC) at Chapel Hill, and conducts a range of activities to reduce HIV transmission among key populations (KP) — sex workers, men who have sex with men, transgender persons and people who inject drugs — and improve their enrollment and retention in care across the HIV cascade.
GBV Study:
The GBV study will build on the methodology and lessons learned from the multi-country qualitative UNDP study: The Rights(s) Evidence: Sex Work, Violence and HIV in Asia that collected evidence on female, male, and transgender sex workers’ experiences of violence, the factors that increased or decreased their vulnerability to violence and how violence relates to risk of HIV transmission to understand the GBV and HIV dynamic in Haiti. This study will be carried out in three (3) main cities: Port-au-Prince, Saint-Marc and Jacmel.
PLACE:
PLACE is a rapid assessment tool that applies epidemiologic and social science principles to an assessment of available local and national epidemiologic, geospatial and sociodemographic data in order to identify specific geographic pockets within countries where HIV transmission is most likely to occur. Within these high transmission areas, the method systematically monitors the extent to which HIV/AIDS prevention programs are reaching key populations networks and recommends where prevention programs should be targeted. The study will be carried out in six (6) geographical Departments in the country: North, North-East, North-West, Artibonite, Plateau Central and South.
Fonctions
1. Responsibilities of the National Consultant/Scope of Work
For the GBV study:
The National Consultant will work closely with the Strategic Information Unit and the Program Staff. In each step of the process (National working groups and Data interpretation meetings), consultation with the Staff will be very necessary.
For the PLACE study:
The following responsibilities will be ensured by the National Consultant
- Provide technical leadership on collection, use, and dissemination of strategic information, including national key population size estimation, across National Stakeholders, Program Staff and the Partners.
- Ensure the quality of information collected from fields, cross check with the validity of information collected and verify/revise where needed, analyze data and provide quality report
- Working in a collaborative fashion with the UNC team based in Chapel Hill, the UNC team based in Haiti, and the FHI360 Country Representative and team on LINKAGES SI activities and deliverables.
Qualifications Requises
2. Required Qualifications
Master’s or other advanced degree, in the field of women’s studies, gender and development, social sciences, public health or related sciences
Prior experience working on health programs, M & E systems, or research projects in Haiti preferred
Proven experience producing high quality research on gender and/or key population issues and ability to absorb, analyze and synthesize large amounts of complex information
Fluently spoken and written the following languages: Creole, French, English
Proven experiences working with key populations in Haiti
