The Maternal and Child Survival Program (MCSP) is a global, USAID Cooperative Agreement operating in 24 high priority countries to introduce and support high-impact health interventions with the ultimate goal of ending preventable child and maternal deaths within a generation. The Program is focused on ensuring that all women, newborns and children most in need have equitable access to quality health care services to save lives. USAID’s MCSP supports programming in maternal, newborn and child health, immunization, family planning and reproductive health, nutrition, health systems strengthening, water/sanitation/hygiene, malaria, prevention of mother-to-child transmission of HIV and syphilis, and pediatric HIV care and treatment.
USAID’s Maternal and Child Survival Program is hiring a Chief of Party for the MCSP Haiti EPCMD project. The Chief of Party will provide overall programmatic and managerial oversight for the USAID-funded program focusing on ending preventable child and maternal deaths in Haiti. The COP will guide strategic planning, design and implementation of the project and be responsible for and manage all donor and partner relationships. This includes working closely with Ministry of Health (MOH) to streamline efforts and ensure complementarities of projects. The COP will also ensure timely and cost-effective project implementation, reporting of activities, and will be responsible for all project deliverables to the donor.
Fonctions
• Provide leadership and strategic direction to ensure programmatic and financial integrity of the project and to achieve rapid and sustained project goals, objectives and targets
• Ensure compliance with the project award results and the oversight of project activities to achieve the stated objectives
• Develop and maintain strong working relationships and alliances with USAID, the Haitian Ministry of Health as well as other USG implementing partners, and other key stakeholders in Haiti
• Represent MCSP and Jhpiego’s interests and present progress, achievements and lessons learned to key Haitian stakeholders including USAID and implementing partners in public and professional circles through meetings, conferences, and presentations
• Provide technical leadership throughout the program
• Ensure the quality and sustainability of interventions particularly in the areas of maternal, newborn and child health, family planning/reproductive health, malaria, water, sanitation and hygiene (WASH), health systems strengthening and capacity building
• Participate in relevant technical advisory groups with counterparts and partner institutions
• Coordinate efforts with other MCSP and Jhpiego-led projects and other USAID-funded projects to ensure complementarity of activities
• Lead annual work planning process and strive to maximize the efficiency of the team in achieving work plan objectives
• Oversee preparation of periodic project reports to donor
• Mentor, support, supervise and manage a team of highly qualified staff and align their efforts to ensure rapid and sustainable results
• Provide guidance, in collaboration with key staff, to subgrantees and coordinate activities with other partners
• Manage multiple project partners
• Write and/or review technical components of materials and publications related to integrated health and its development
• Ensure resources for project implementation are available
• Work with finance and project staff to develop and track project budgets
• Work with Monitoring and Evaluation (M&E) staff to develop M&E frameworks and effectively track data/results
• Work closely with MCSP and Jhpiego home office staff to ensure effective, timely and coordinated project implementation
• Ensure compliance with USAID operational policies and regulations
Qualifications Requises
• Advanced degree in public health, health administration, international health or a related field
• Previous experience serving as COP or DCOP
• 5+ years' experience leading large ($5M/year and above), multi-year international health sector development projects
• 15+ years of progressive management experience of international public health programs phases including design, implementation, monitoring, reporting, and financial management
• Understanding of the Haitian social and political context, and developments in the health sector
• Excellent diplomacy skills and a proven ability to rapidly establish and sustain interpersonal and professional relationships with USAID missions, host-country counterparts and representatives from other key stakeholders
• Demonstrated outstanding leadership, strategic thinking, organizational, team-building and representational skills
• In-depth knowledge of USAID projects, regulations, compliance and reporting
• Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving program needs
• Ability to communicate effectively and work in a team, instilling trust and confidence
• Ability to build capacity and collaboration between governmental and non-governmental partners and other project implementers
• Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
• Proficiency in Microsoft Office
• Fluent in written and spoken English and French
• Excellent oral and written communications skills
• Ability to travel nationally
