Introduction

The Finance Manager is expected to oversee and manage the Finance unit of the country office in ensuring sound management of CBM and donor funds, financial reporting and documentation of CBM Haiti operations.
The Finance Manager is located at the CBM country office in Port-au-Prince with occasional travel to partner locations.

The post holder will have access to sensitive and confidential information and is expected to act with utmost discretion and integrity at all times in the performance of his/her duties.


Fonctions

Accounting and Finance Management

• Supervise the day to day accounting operations of the Country Office and ensure financial management functions are performed in accordance with internal CBM policies, procedures and local regulations.
• Ensure financial reports are updated, reconciled and are fully supported by relevant accounting data and documentation.
• Ensure availability of monthly cash flow and budget monitoring reports for analysis of cash flow with senior management and program managers.
• Ensure compliance with donor regulations and CBM procedures by establishing and implementing finance systems, in accordance with applicable deadlines.
• Review and account for procurement transactions to ensure accuracy, control over payments and adequate supporting documentation, in line with relevant CBM and/or donor policies.
• Supervise and support the preparation of all financial reports needed for external purposes, ensuring that accounting, legal and contractual requirements are adhered to.
• Provide training and support to the programme team and CBM partner organisations to ensure compliance with financial procedures and requirements as laid down by CBM or any other donor funding CBM operations in Haiti.
• Supervise the improvement of internal filling system for administrative and financial matters of CCO and information of partners and local legal requirements.
• Manage the annual external audit process of the Country Office and ensure timely availability of reports and documents as may be required by internal and external auditors.
• Supervise the timely preparation and submission of annual CBM financial statements and checklist for all projects implemented directly from CCO and by partners in line with agreed deadlines.
• Support the country programme team and partners in the annual budget process and ensure all budgets are entered correctly in the system.

Capacity building staff & local partners

• Support CBM Partners in maintaining efficient financial controls (of budgeting, cash flows, local payments, reporting etc), accountability standards, procedures and records.
• Support in ensuring that CBM financial management policies and guidelines, or other applicable donor policies, are followed by partners projects, or projects directly implemented by the Country Office.
• Identify training needs of finance staff and coordinate their training to ensure increased professionalism in their respective areas of work.
• Participate, or provide back stopping and quality control of capacity assessments related to finance and administration capacities of partner projects and their organisation.

Coordination with Regional office

• Coordinate and maintain frequent communication with finance team at the LARO regional office to ensure application of administrative and financial procedures as established by reginal and international offices.
• Provide timely input on financial reporting requirements of CBM, in close coordination with LARO.
• Send to RO on a monthly basis, the CCO monthly financial statements, reports and feedback on RO project monitoring report.


Qualifications Requises



• University degree in Accounting, Finance or Business Administration with emphasis on Finance.

• Minimum 3 years of relevant experience with an international non-profit organization within Haiti.

• Extensive experience in working with accounting programs, preferably Navision and Quickbooks.

• Comprehensive knowledge and working experience with BMZ, EU or other international donors.

• Willingness to learn and work as a team member.

• Strong interpersonal and organizational skills.

• Required: English, French and Creole;
