DIRECTOR, URBAN RISK MITIGATION PROJECT IN HAITI


Created in 1962 through a unique agreement between the Organization of American States (OAS) and the private sector, the Pan American Development Foundation (PADF) is an independent, non-profit organization 501(c)(3) that creates public-private partnerships to assist the least advantaged people in Latin America and the Caribbean. Having worked in every country in the region, PADF engages community-based groups, non-governmental organizations (NGOs), public and private sector in the process of implementing appropriate solutions for sustainable development. The Pan American Development Foundation (PADF) empowers disadvantaged people and communities in Latin America and the Caribbean to achieve sustainable economic and social progress, strengthen their communities and civil society, and prepare for and respond to natural disasters and other humanitarian crises, thereby advancing the
principles of the Organization of the American States (OAS).

PADF is seeking a Project Director for a proposed Office of Foreign Disaster Assistance (OFDA) project to mitigate urban risk in Haiti. This position will be a local post.


Fonctions

Position Summary

The Project Director will provide overall leadership and technical direction for an upcoming project to support Haiti’s ongoing efforts to improve communities’ resilience capacities and to mitigate disaster risk through DRR and other technical preparations. The Project Director will be responsible for the management of the project and will serve as key liaison with the donor, Government of Haiti representatives, and implementing partners. S/he will ensure proper reporting, financial oversight and compliance of the project.


Qualifications Requises

• Master’s degree in International Relations, Project Management, Disaster Risk Management, Environmental and Risk Assessments, or other related field;
• At least ten years of experience in a relevant technical area such as engineering, water and sanitation, disaster risk reduction, etc.
• Minimum of ten years of experience in project management, supervision, administration, and implementation of grant, cooperative agreement and contract requirements (including meeting deadlines achieving targets, and overseeing the preparation and submission of required reports), preferably in a senior or director position;
• Experience with USAID- and/or OFDA-funded projects required;
• Experience in a leadership role implementing similar development projects, in particular disaster risk mitigation in Haiti with a strong community engagement element;
• Experience maintaining working relationships with all project stakeholders, including coalition building and promotion of public-private partnerships a plus;
• Excellent written and oral communications skills in English and French; working proficiency in Haitian Creole is strongly desired.

• Demonstrated ability to elaborate and implement systems and procedures and the ability to effectively communicate these to program/technical staff in order to ensure their compliance;
• Cultural sensitivity, and an ability to engage in difficult conversations with high level officials, victims, and other stakeholders
• Excellent troubleshooting and problem-solving skills.
