Introduction

BACKGROUND:
This position will support the implementation of OXFAM mission for the 5 five coming years 2014-2020. Oxfam’s global aim is to contribute towards a more egalitarian and inclusive country, free from all forms of violence, where women, young people and men, fully enjoy economic opportunity, and whose population is protected against adverse social, economic, natural and man-made disasters. In the next five years Oxfam see itself as an important player in the process of rebuilding the country and especially in terms of helping women and youth assume more important roles in political and economic arenas, supporting agricultural production and income generation, and reducing risks from disasters through improved access to water and sanitation and support to the Department of Civil Protection, responding to crises when necessary.
The change model for the next 5 years envisions multiple impacts in terms of social inclusion, citizenship, gender justice, enjoyment of sustainable economic inclusive opportunities and protection against unforeseen hazards. It assumes Oxfam will facilitate the emergence of motivated change agents, in support of sustainable processes of development.
As such, the Governance Manager will play a key role alongside other thematic managers to help addressing structural issues and achieving the below change objectives aimed to empower people towards the building of a more resilient country:
1. Strengthen the rule of law by working with empowered women, youth and smallholder farmers on active citizenship, accountable governance and equal access programming and initiatives at local and national level.
2. Increase the resilience of highly marginalized and vulnerable groups, particularly women and girls in urban and rural areas, through a multi-sector approach that includes sound programming on the food system, risks management and social protection, while simultaneously accounting for access to a sustainable environment and natural resources locally, nationally and bi-nationally.
3. Contribute to the recuperation of national sovereignty, notably by addressing the dependence and lack of diversity inherent to the food and economic systems with a view towards the perpetual and systematic reduction of inequalities.

The focus areas of governance program include : - Promote Active and Responsible Citizenship at local and national level; - Strengthen Women leadership; - Promote democratic, accountable and constructive dialogue between authorities and citizen particularly with youth and women; - Support the decentralization process and strengthen local governance system; - promote and support territorial planning process with strong participation of women and youth etc…

DIMENSION
• Shaping local and national level objectives, Plans and strategies that are developed to contribute to country, region and broader program strategy and can involve collaboration with other program units.
• Represents OXFAM in coordination meetings and some external relationships.
• Impacts and influences the job mostly within the program unit (ie country/region) but occasionally also in other parts of OXFAM and/or with an external audience.
• Coordinates and delivers agreed plans or strategies.
• Provides specialist advice or specific skills to team or program unit.
• Management tasks are complex and non-routine within their specialist unit or function.
• Requires the ability to analyze and communicate complex information to a wide audience.

• To play active role in lobby and advocacy on issues related to gender and protection programmes through personal contacts and co-ordination of allies.
• To take part in public campaigns based on agreed plan of action and objectives.
• To produce clear and quality reports (financial and narrative) that demonstrates good accountability.
• Providing professional advice to senior managers on areas of work covered in their remit.
• Provide capacity building and institutional support for staff and local partner agency


Fonctions



KEY RESPONSIBILITIES:



Based on OXFAM regional’s priorities, Oxfam Strategic Objectives in Haiti and the Haitian context, key roles and responsibilities are as follow:



Projects Governance /Gender and Active Citizenship

- Ensure availability of updated and accurate data and analysis related to governance active citizenship and gender

- Develop and maintain relationship with donors and local partners working in the field of Governance and Women Leadership and gender

- Provide technical support to specific programs/projects designed to address Governance Issues by OXFAM in Haiti

- Be accountable about projects implementation strategies in term of participation, Community Involvement, Women participation and inclusiveness, transparency

- In collaboration with Program managers and HR, support training design for Oxfam staff in issues related to Governance & gender

- Work with WIN team to identify advocacy opportunities related to gender and governance, and conduct awareness initiatives and ensure work on the ground leads to policy influencing at the sub national and national levels

- Liaise with the academic world and expert in the field of governance/ACS/Gender



Strategy and programming:

- Ensure the development of strategic approaches around governance/ACS/Gender for Oxfam in Haiti in relation with the knowledge hub and coaching to pears

- Participate in the program specific planning meetings (Program Managers) related to Governance issues

- Provide support to different managers in making financial provisions for the governance activities in their areas.

- Advise the management on program development and implementation strategy in the light of wider governance analysis

- Provide ad hoc and regular report to Oxfam Management about programs progress and changes.



Fundraising :

- Ensure availability of updated and accurate data and analysis related to Governance & Decentralization, Women leadership and Social movement in Haiti

- Ensure availability of updated and accurate data and analysis related to active citizenship and gender

- Advice and support fundraising initiatives to ensure that governance objectives and dimension are adequately integrated into project proposal

- Contribute to the identification of grants opportunities and potential donors to support Gender and Governance initiatives

- In coordination with funding team, lead project proposal design related to focus areas of Governance.

- Develop and maintain relationship with current and potential donors as well as local organizations working in the field of Governance in Haiti.



Coordination and linkages

- Act as a broker between local governments and key actors in programme

- Collect Information, develop mapping, assess and identify potential partners, allies and networks; analyze power relations between these stakeholders

- Identify and integrate coordination mechanism between civil society organizations and governmental institutions.

- Strengthen partners and civil society capacity through working in partnership and in alliance toward promoting legitimate women leadership positions and spaces in government, political parties and civil society organizations

- Networking and liaise with the national and international NGOs and networks working on gender advocacy and/or women's empowerment, as well as with the relevant government departments and ministries

- Promote and Support the presentation of key national partners within coordination structures related to gender and governance

- Develop strategic partnership with local organizations and key state institutions to support the implementation of OXFAM program in Haiti

- Represent Oxfam to the relevant local authorities, Cluster-UN agencies and as appropriate, promoting regular information exchange, co-ordination and collaboration on issues related to gender and protection


Qualifications Requises

SKILLS AND COMPETENCES:

- At least 5 years service experience of working on Governance in development program and university degree in social science or similar
- Understanding of political economy and power analysis, gender analysis and contextual awareness on Governance, decentralization, and local governance
- Strong understanding of current theories and issues in the field of gender and development.
- Strong understanding of current theories and issues in the field of Governance and Community empowerment.
- Understanding of Oxfam Global Framework on governance, Gender and Active Citizenship
- Analytical skills and the ability to think creatively and strategically and to document complex gender issues
- Substantial practical experience working with partners (local authorities, local organizations, state institutions)
- Proven experience in remote management and management of crosscutting issues.
- Demonstrate self- awareness, autonomy and flexibility
- Ability to live and work in stressful and insecure environments.
- Diplomacy, determination and tact.
- Fluent in written and spoken Creole & French
- Good working written and spoken English (Spanish desirable)
- Well-developed inter-personal skills.
- Knowledge of issues relating to emergency programming, humanitarian law, community involvement and empowerment highly desirable.
- Sympathy with the aims and objectives of Oxfam.
- Commitment to Oxfam’s equal opportunity and gender policies.
