AVANSE is a USAID-funded project that promotes inclusive, sustainable economic growth in Haiti’s Northern Corridor/Cap-Haïtien and aims to increase agricultural incomes by increasing agricultural productivity and strengthening markets for cacao, banana/plantain and rice.
Recently, a number of changes have been made to improve AVANSE’s data collection, analysis, reporting and storage systems. AVANSE is now recruiting for a M&E and Reporting Coordinator to ensure that the existing M&E teams are supported, and to ensure that the M&E system is generating useful and quality information for both project reporting and management needs. The M&E & Reporting Coordinator will be responsible for the team’s timely collection of data, cleaning and reporting, and will coordinate all project reporting to USAID as per contract deliverables.
Fonctions
Serve as the overall manager of the M&E and Reporting Unit. Coordinate the activities of the various teams (Data Collection, Data Entry and Database Management, Data Reporting, GIS, Communications) so that they efficiently gather information from field activities and provide it in useable forms to all components and project management in a timely manner as needed.
Key Tasks:
• Assume responsibility for the monitoring and evaluation of the project results and reporting deliverables.
• Collaborate with the technical component leads to ensure that the collection, flow and dissemination of relevant data tools respond to all AVANSE reporting requirements and decision making needs. This will include making arbitrages on responsibilities for data collection and tools to be used between the M&E unit and the technical teams.
• Assume responsibility for timely and accurate completion of project indicator tables on quarterly basis (tracking data, activities and outputs against USAID FTF indicators and assigned targets).
• Work with the project’s Intermittent STTA Evaluation Specialist, to implement USAID recommendations and bring the AVANSE performance data in line with USAID standards;
• Lead the design and execution of surveys and assessments; perform sound analyses of data on a wide range of issues (agriculture, farming systems, sociology, rural economics, policy studies).
• Ensure that all data is accurately inventoried and easily accessible for the production of reports and evaluations.
• Oversee the communications staff, to ensure that the project’s communication strategy and activities are directly linked to the objectives of the overall program;
• Provide overall support to project activities, specifically in developing all communication mechanisms and forums in close collaboration with the project’s senior management team;
• Be responsible for all the planning and implementation of all public and inter-stakeholder program events and communication forums.
• Working with the Deputy Chief of Party, and the Chief of Party, serve as the primary coordinator and lead the preparation, writing and editing of periodic reports and analyses as required by the contract (quarterly and annual reports, monthly newsletters ad success stories, weekly updates and any ad hoc reports as requested by the client).
• Highlight success stories and manage the communications initiatives to increase awareness of the AVANSE project.
• Maintain collaborative relationships with the data management and survey units of other projects, GOH and international agencies and other stakeholder organizations that are sources of information of interest to AVANSE.
• Collect, manage and disseminate technical information, field data and lessons learned from (and to) all project activities; ensuring relevant data is available project staff.
• Prepare and deliver presentations to stakeholders and USAID as necessary, and contribute to relevant sections of AVANSE reports.
Qualifications Requises
• MA/MS in social sciences, international development, communications or related field;
• Strong , demonstrated experience in staff supervision and management;
• Extensive M&E experience of at least ten years, with strong background in agriculture survey design and administration, including survey research, sampling and data analysis;
• Knowledge of and experience with data collection and analysis; statistics; monitoring and evaluation;
• Experience working on issues related to agriculture and/or natural resource management desired;
• Knowledge and experience with rural development issues including land tenure, farming systems, local governance, rural economy preferred;
• Knowledge of the socio political context of Haiti desirable;
• Advanced problem solving skills; must be able to think innovatively and creatively and successfully introduce new concepts;
• Excellent communications skills, initiative, and ability to work with minimal supervision;
• Fluency in written and spoken French and English; knowledge of Haitian Creole a plus.
