Introduction

J/P Haitian Relief Organization (J/P HRO) evolved as an organization since its inception in January 2010, transitioning from an emergency to a development context. Hence, the need for J/P HRO’s structure to adapt accordingly in order to support new monitoring and reporting needs, as well as efficiency imperatives. J/P HRO is seeking for: One (1) Compliance and/Internal Auditor Officer based in its office in Port-au-Prince, Haiti.

Summary:

The Compliance and Internal Auditor Officer will work closely with the CMIA to conduct an objective and independent appraisal and assessment of all the JP/HRO activities, financial and otherwise.
S/He will also work closely with the CMIA to design and establish a strong Compliance/ Internal Audit department which will provide JP/HRO with assurance on the arrangements for risk management, control and governance.


Fonctions

Under the supervision of the Compliance Manager/Internal Auditor the responsibilities of the Compliance Officer are as followed:

• Assist the CMIA to consider the adequacy of controls necessary to secure propriety, economy, efficiency and effectiveness in all areas;
• Provide reports on a regular basis, and as requested by CMIA;
• Conduct with the CMIA any special reviews requested by the COO/CCO, Country Director or CFO;
• Work closely with the CMIA to provide the required assurance for all JP program to:
•Ascertain the integrity and reliability of financial reports. He will check expenditures, revenue and other financial records to ensure that all numbers are accurate, regulations are complied with, and all payments are accurately classified and recorded;
•Ascertain that systems of control are laid down and operate to promote the most economic, efficient and effective use of resources and to safeguard assets;
• Assist the CMIA to work closely with the Human Resources Department and others as appropriate to develop an effective compliance training program, including appropriate introductory training for new employees as well as ongoing training for all employees and managers.


Qualifications Requises

• Bachelor degree in Accounting and/or in Finance.
• At least 10 years progressively responsible professional work experience in a senior position within an international development Organization/NGO.
• Proven Experience in coaching sub-grantee in different sectors such as health/construction
• Excellent knowledge and proven experience of compliance and auditing.
• Experience in accounting, auditing, or finance related to NGO programs over $50 million
• Good French, Creole, English level of written and spoken French
• Information Technologie (MS Office, Internet)
