Organizational Profile:
Zanmi Lasante (ZL) is a Haitian organization based in Santo, Port au Prince and is a recognized non-profit organization whose mission is to provide a preferential option for the poor in health care. Through its service delivery, training, advocacy and research, ZL works closely with its sister organization, Partners in Health (PIH) globally to bring the benefits of modern medical science to those most in need and to serve as an antidote to despair. PIH operates sites for clinical care, research and training in 10 countries (Haiti, Peru, Russia, Rwanda, Lesotho, Malawi, Liberia, Sierra Leone, Mexico and Navajo Nation) and has a growing network of affiliated organizations and initiatives in several other countries, including Nepal, Burundi, Mali, Guatemala, and Togo.

Fonctions
Position Overview:
Zanmi Lasante seeks a Chief Financial Officer (CFO) - PEPFAR Project to serve as key personnel for a multi-year PEPFAR funded health initiative in Haiti. This position will be based full-time in Haiti, with travel required within the various project sites. The five-year project aims to support direct delivery of integrated HIV and TB clinical-based services in the Central Plateau and Lower Artibonite of Haiti. The CFO of PEPFAR Project will lead the financial oversight of the project, including responsibility for all financial transactions and financial reporting related to all project activities. He/she will work closely with the ZL Director of Finance and the PIH Chief Financial Officer to ensure project budgets are adhered to and reconciled with expenses. He/she will also work closely with the Chief of Party, Technical Director, and other key personnel of the project to align the work plan with the budget and ensure adherence to USG rules and regulations.
Responsibilities:
• Supervise finance personnel and accountants working under the project and collaborate closely with other grant management staff.
• Work with the Chief of Party to roll-out sound financial systems rapidly during project start-up.
• Track project expenditures and spend down on an ongoing basis and ensure compliance with budget and USG rules and regulations.
• Lead annual budget planning in collaboration with other key personnel.
• Coordinate with programmatic staff across areas to ensure activities are being implemented in line with budget.
• Oversee financial administration of all procurement activities and obtain necessary documentation and quotes.
• Troubleshoot and provide solutions to any issues in financial operations or financial compliance.
• Work with accountants to oversee and track site-based expenses.
• Coordinate with Boston-based PIH staff to conduct quarterly drawdown requests or internal financial reporting.
• Ensure strong integration of financial systems and information between Haiti and Boston.
• Coordinate and oversee audit processes.
• Lead design and implementation of capacity building, training, and mentorship of staff around financial management, as needed.
• Lead grant financial close-out activities.
Qualifications Requises
• 8 - 10 years of financial management and accounting experience.
• Degree in Business Administrated or related field required.
• Demonstrated experience conducting financial management or complex health programs in Haiti.
• Experience managing and mentoring staff.
• Experience working on grant-funded projects in Haiti.
• Excellent knowledge of financial tracking tools and systems.
• Excellent communication skills (verbal and written).
• Knowledge of CDC and USG rules and regulations.
• Fluency in French and English required.
• An understanding of global health issues and passion for PIH/ZL issues and mission a plus.
