GOAL has been in Haiti for over three years, operating programmes in both the urban and rural context, in Port au Prince and Gressier respectively. GOAL continues to respond to the housing, water and sanitation needs of vulnerable families affected by the earthquake, while transitioning to delivery of an integrated community-led development programme. During this strategic period, GOAL aims to link relief and recovery to development, focusing on 3 key programmatic sectors: DRR & Reconstruction, WASH and Economic Development. The objective of the programme is to create communities that are safer and more disaster resilient, with greater access to the economic resources to drive their own household and community development.
Fonctions
The Economic Development Technical Adviser will lead GOAL Haiti’s Economic Development Sector, focused on innovative programming in urban and rural settings. Experience of building relationships with and developing the private sector in resource-poor settings is essential. The economic development/livelihoods sector is a key strategic focus for GOAL Haiti. This is an exciting opportunity for a dynamic professional to create and develop an innovative, high impact economic development programme.
Summary of responsibilities:
• Finalise and support the roll-out of GOAL Haiti’s Economic Development strategy
• Preparation of innovative project proposals for rural and urban livelihoods fields
• Assist GOAL in the development of market-system based approaches to planning and programming
• Develop and support the roll-out of adequate approaches to enhance livelihood and resilience-building through technical support to programme coordinators.
• Being GOAL Haiti’s focal point with key internal and external stakeholders in ED, Food Security and Livelihoods such as the (CNSA, Min. of Agriculture, Food Security Cluster, other INGOs, Food Sec. thematic groups, etc.)
Key duties:
Overall responsibility for the strategic direction, planning, implementation and monitoring of the Economic Development (ED) programme
1. Work in close collaboration with the ACD-P, global LLH Advisor and Programme Coordinators to finalise and operationalize a detailed strategy to guide programme direction;
2. Support Programme Coordinators in the co-ordination, planning, monitoring and implementation of all ED project activities.
3. Provide technical advice and support to GOAL ED/Livelihoods programme to ensure it achieves objectives and is executed to high standards of quality.
4. Ensure adherence to programme schedules; plan the activities of the ED department and ensure effective implementation of the programme schedules within the contracted timeframe and to high quality;
5. Ensure programme monitoring through technical field visits and advising programme coordinators on programme approaches and methodologies.
6. Provide input on the Economic Development programme for donor reports and proposal development.
7. Responsible for the overall technical quality of all ED programming and supporting quality delivery.
8. Frequently travel to project areas to monitor programme implementation and advising to support quality delivery.
9. Foster a stable and participatory working environment, promoting experience sharing.
10. Responsible for preparing ToRs, technical methodologies and approaches for consultancies and other support to ED programming.
Identification and development of additional urban and rural livelihoods programming initiatives
1. Support the implementation of the GOAL Haiti Economic Development Sector Strategy, based on an analysis of local value chains, market systems and an opportunity assessment.
2. Development of Concept Notes and proposals for ED programming in line with the Sector Strategy, and in coordination with other Heads of Department to ensure an integrated approach to programme design
3. Work in collaboration with other technical team members to develop strategies to foster integration, efficiency and synergies in the delivery of economic development programmes in the field.
4. Establish and foster relationships with stakeholders in the private sector & donors
5. Establish and strengthen working relationships with governmental, NGO, local and international organisations.
6. Develop strategic partnerships with relevant and innovative NGOs, leveraging existing expertise to GOAL Haiti programme design and proposals
7. Identification and assessment of local partners for future partnering opportunities in ED and livelihoods activities as well as support their capacity building
Qualifications Requises
• Master's Degree or equivalent in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field.
• 5 years of relevant experience in providing management advisory services, hands-on experience in design, formulation, implementation, monitoring and evaluation of development projects.
• This should include, at least, two years of experience in managing or designing some of these livelihoods programmes: SME development, food security, agricultural production and micro-gardens, VSLA and microfinance methodologies, value chain focus; private sector development; low-income housing; or experience in analysing and promoting PPPs.
• Sound understanding of market systems oriented approaches in a development context
• Demonstrated practical project management experience covering all aspects of the project cycle from design through to evaluation.
• Strong analytical skills and fluent writing skills;
• Experience of proposal writing, log-frame development and donor reporting;
• Excellent IT skills including strong knowledge of MS Word, Power Point, and Excel;
• Excellent communications, interpersonal and proven training skills
• Languages: Fluent French and English (written and spoken), Haitian Creole a plus
Desirable
• Prior experience working on Economic Development / Livelihoods programming in Haiti
• Prior experience with donor-funded grants and understanding of key donor compliance requirements
• Experience with USAID grants
