The United Methodist Committee on Relief (UMCOR) is a United States based not-for-profit organization which is registered as a non-governmental organization (NGO). UMCOR has a long operational history in Haiti. Across all its programming (livelihoods; water, sanitation and hygiene; and shelter and reconstruction), UMCOR Haiti supports community engagement. This involves extensive community-based consultation and participation as well as close coordination among project partners including the Government of Haiti (GoH) and donor partners. The overarching objective of UMCOR Haiti’s efforts is to support the Government of Haiti (GoH) in implementing sustainable post-earthquake reconstruction and development. The UMCOR Haiti Strategy which covers the period 2013-2017 takes into account Haiti’s development challenges pre-earthquake yet focuses on reconstruction and projects adequate for reconstruction given the changes in context, content, and focus of the Government of Haiti’s (GoH) “Build Back Better” agenda.
The purpose of UMCOR’s Haiti mission is to provide emergency response, early recovery and transitional development assistance leading towards development programme for vulnerable communities to bring real changes in their lives in the affected areas of Haiti. The Agriculture Officer will join our team, to support our agricultural/project in the Cul-de-Sac Plain.
Fonctions
ESSENTIAL FUNCTIONS:
The Agriculture Officer will work under supervision and collaboration of Agriculture Manager to implement the agricultural project, provide training, monitoring and evaluation of the activities by following project cycle. The position will be key in establishing very close contact with Local Associations, Beneficiaries, relevant line department and other stake holders. The Agriculture Officer will be reporting to the UMCOR Agriculture Manager and comment by UMCOR Program Coordinator, both based in UMCOR joint office in Port-au-Prince.
RESPONSIBILITIES:
The Program Officer will report to the Agriculture Manager.
The Agriculture Officer’s responsibilities include, but are not limited to:
• Initiate and organize community visits and maintain strong relations with communities for establishing project goals.
• Participate in meeting with line department and other key stake holders on need basis.
• Ensure monitoring and evaluation of project activities on ground in coordination with Agriculture Manager.
• Prepare and follow the monthly work plan, quarterly and annual or as suggested by the Agriculture Manager.
• Prepare initial reports of project activities depicting both quantitative as well as qualitative analysis and to record lessons learned for development of future strategies.
• Identify training needs of Local Association, Beneficiaries and community agents and prepare action plans in timely manner to address these needs.
• Prepare action plans, work schedule, weekly and monthly Projects
• Responsible to prepare documents for all distributions, provision of agricultural inputs to beneficiaries or any activity related to programme.
• Responsible to collect data and keeping record of activities.
• Organize trainings, seminars, workshops or any other event needed in accordance with situation or suggested by the supervisor.
• Assist supervisor in tracking utilization of budget in timely manner.
• To communicate effectively with partners , stake holders including beneficiaries local associations, and line department.
• Preparation of service contracts, administrative documents Development
• Prepare memoranda of understanding for the project beneficiaries.
• Participate in the analysis of pre assessments of project proposal documents
• Participate in the analysis training curriculum documents submitted by external consultants
• Analyze the context of the evolution of the project and make proposals to the Agriculture Manager
• Management Personnel on the ground, Supervision and control productivity
• Responsible to prepare success stories, challenges and lessons learned during course of implementation.
• Planning and organization of project activities on the ground, planning and organization of training sessions for staff meetings, training sessions Moderator. Managing the production of food and market garden crops.
• Management of supply, stock, distribution etc.
• Work in compliance with financial, administrative and procurement policies of UMCOR.
• Facilitate a good environment of work and keeping healthy relationship with partners
• Organize technical field visits with the representation of Donors, Headquarter of UMCOR,
• Prepare progressively and periodically progress report of the activities in the field.
• Submit monthly, quarterly and annually report to Agriculture Manger
• Any other task assigned by Manager /Coordinator
Qualifications Requises
QUALIFICATIONS:
Bachelor Degree with sufficient knowledge of project Management, Accountability, Previous work experience on agriculture or development programming within Haiti is strongly preferred. Excellent reporting and grant management skills required. Good team player with problem solving skills.
SKILLS, KNOWLEDGE, ABILITIES:
• Excellent interpersonal and team management skills.
• Proven ability to work with a team to deliver results.
• Experience in direct humanitarian and/or development project management—preferably in Haiti and with International NGOs.
• Excellent organizational ability and report writing skills.
