Functionally accountable to Director of laboratory services – PIH Boston
The position closely interacts with:
 The Head of laboratory of Zanmi Lasante Development team
 PIH supply chain management team for procurement of laboratory supplies

The position's main objective is to provide technical and managerial support to the PIH Haiti program at the Hôpital Universitaire de Mirebalais, for the implementation of operations of the clinical and pathology laboratories. The incumbent mentors and works alongside the local laboratory and clinical teams to build up laboratory capacity ensuring the smooth initiation of operations to achieve programmatic and clinical goals.
Furthermore, the laboratory manager will be responsible for the implementation of an overall quality assurance and proficiency scheme following standard operations procedures (SOPs) and international guidelines; as well as setting up a system for specimen referral within the country’s supported laboratories and with reference centers abroad as required. 1. Work in coordination with PIH’s director of laboratory services to identify needs and priorities for the initiation of activities at the Mirebalais clinical laboratory; setting up an implementation plan with timelines and milestones
2. Assess current needs and operations of the existing laboratory as a basis for developing the required implementation plan for the new laboratory facility
3. Establish core priorities to support the laboratory construction and operations teams with their ongoing plans
4. To advise on setting up laboratory workflow to ensure safety practices across all laboratory areas
5. Lead the development of a procurement list to cover all the areas of the laboratory and according to agreed plans and clinical needs
6. Revise and/or update technical documents related to laboratory infrastructure including upgrades for achieving biosafety standards, workflow, waste disposal, etc
7. Develop or update necessary technical specifications for the laboratory operations, including revision of protocols and SOPs, HR needs, quality assurance, testing volumes, data recording & reporting, data analysis, monitoring and evaluation

8. Support during the evaluation of laboratory performance and advice on necessary technical improvements to be followed up by the in-country focal points.
9. Plan and implement required onsite trainings for all laboratory operations and coordinate support from partners and technical advisors
10. Lead the implementation of a comprehensive quality assurance system
11. To support the procurement team during preparation of orders for commodities and equipment as required
12. To lead the local discussions for preparation and/or revision of laboratory testing algorithms, and provide input as necessary to align with the strategies of the project and the country
13. To support the team to ensure that the laboratory operations and targets are accomplished according to the timeframes and are coordinated with local partners
14. To meet and report on regular basis the local team, the PIH director of laboratory services and the head of laboratory to revise progress against annual plans

1. Solid Science technical background with experience managing clinical laboratories (experience on pathology and TB laboratory management would be an asset)
2. Experience in project management and leading technical teams towards common goal setting
3. Experience in public health programs and diverse diagnostics technologies
4. Experienced in working with cross-functional teams
5. Availability to travel as required by leading team
6. Diplomatic, constructive and with sound judgment and excellent interpersonal skills to interact with local partners
7. Experience in coordination of plans with local counterparts, partners and health officials within a framework of multi-country projects
8. Fluency in English and French is required. Other languages an asset
