Introduction
ORGANISATION PROFIL
Save the Children is the first organization independent of the world for the children. We work in 120 countries. We save the life of children; we fight for their rights, we help them to carry out their potential.
We work in.liaison.with our partners, in order to inspire by the openings in the way in which the world treats the children and to obtain an immediate and durable change in their life.
SC is in Haiti since 1978, with interventions in Education, Sante, Child welfare, Poverty of the Children and Gouvernance of Rights of the Children, also in times of humane crises. Our interventions tout the Departments of the West, South East, Artibonite, the South Grand Anse.
Fonctions
KEY RESPONSIBILITY:
1. Overseeing quality delivery of Save the Children’s education and child protection programmes in Haiti.
2. Strengthening the capacity of Save the Children’s education and child protection programme staff to improve the level of quality of programming
3. Support the production of high quality reports for donors within agreed reporting schedules as required.
4. Being the lead contact for all Save the Children’s national work with relevant government Ministries and other education and child protection stakeholders and donors
5. Continuing to develop and update Save the Children’s education and child protection programme strategy in Haiti, inform SC country strategy, country annual planning and reporting
6. Seeking funding for the education and child protection programme in Haiti in country and externally and support the Director of Program Development in donor meetings, concept notes and proposals
7. Influencing education and child protection policy and practice
8. Oversee the effective monitoring, evaluation, learning and documentation of the programme
9. Representing the SC Haiti programme at national education and child protection events, coordination and working groups meetings and other fora in coordination with other colleagues
The Education, Child Protection & Participation Advisor will provide overall strategic and operational leadership to our education and child protection programming, as well as heading transversal efforts to promote participation of children in our projects across all field offices. In education we work closely with the MENFP on literacy, community outreach and increasing the quality of education, as well as reduction of physical and humiliating punishment. We also have school health and nutrition and adolescent development programming. In child protection we work on strengthening national child protection systems, with a focus on community based extension of these systems. We also work on particular issues within child protection, for example children who are displace, and child in domestic servitude. SC has developed child participation guidance and tools; the advisor would contextualise for Haiti and support teams across all thematic in using these.
The Education, Child Protection & Participation Advisor will be the focal point for the education and child protection programmes in Haiti with responsibility for maintaining technical oversight of the implementation of the programme in Haiti in the four operational districts. The Advisor will also ensure that SC’s Haiti Education and Child Protection Programme informs Save the Children’s global and national strategies as well as national government and donor policies and strategies.

KEY AREAS OF ACCOUNTABILITY
Strategic Development
Ensure that programme strategies are in line with the SC Global Strategy and principles, contribute to SC Haiti strategy planning, country annual reporting and planning, and updated as needed to ensure first class programing which responds to children’s needs
Develop and manage strategic partnerships at national level
With the support of the PDQA Director, work closely with other teams to ensure an integrated programme approach.
Lead on developing high quality project proposals and budgets in education and child protection for submission to donors.
Strengthen and maintain links with all key task forces and coordination mechanisms within the education and child protection sectors at the national level, through attendance of meetings, coordination working groups and networking.
Ensure that regular and effective communications are maintained within the programme, with other education programmes and with Regional and Member based advisors
Participate in Extended Senior Management Team meetings helping the country programme in the delivery of the education and country programme goals.
Capacity Building and Technical Support
Provide technical support to the education and child protection programmes in Haiti: ensure that the programme has a clear sense of purpose and direction,
Ensure that programme development meets Save the Children’s guidelines, as well as other agreed protocols on best practice at all stages of the programme’s development.
Provide training, capacity building and technical support to education and child protection programme staff and relevant ministry/partners in line with identified capacity development needs.
Ensure that the education programme links with other national and regional education initiatives.
Lead on initiatives to support all programmes to increase the level and quality of child participation in their work
Ensure staff preparedness for education and child protection in emergencies within Save the Children Haiti as well as into policy at the national level, participate in Emergency Preparedness Planning.
Monitoring, Evaluation, Accountability and Learning (MEAL)
In coordination with the MEAL Manager, design and oversee operational research to inform learnings and increase impact and quality of education and child protection programming
In coordination with the MEAL Manager, provide technical input to ensure education and child protection MEAL activities are ‘fit for purpose’, and help program staff to draw learnings and iteratively improve programming.
Technical review of education and child protection narrative program reports for quality, and in coordination with the MEAL team, assuring that reports reflect the reality of program implementation.
Regular desk reviews of best and emerging practices in education and child protection, promote staff learning on best and promising approaches.
Support the introduction, testing and scale up of innovations for increase impact on children.
Advocacy and Representation
In coordination with the Child Rights Governance, Advocacy and Communications Manager, leading education and child protection advocacy efforts and planning, and raise the profile of the organisation in these thematics.
Ensure an integrated and joined up approach to advocacy and programme work.
Influence policy and engage with key government agencies and other stakeholders and duty-bearers on education and child protection policies.
Work to strengthen networking among civil society stakeholders in education and child protection and promote capacity building of local civil society groups.
Strengthen links and ensure good communication and collaboration with the Save the Children members.
Represent Save the Children in fora, meetings and workshops.
General

Qualifications Requises
QUALIFICATIONS & EXPERIENCES
Minimum of 5 years’ experience of working in the INGO sector;
Experience of developing and successfully implementing basic education and /or child protection programmes, including demonstrable experience of strategic planning, representation and policy work, preferably in the Haitian context;
Knowledge of basic education and child protection in a developing context including child centred and activity based learning approaches;
Knowledge of child participation approaches;
Strong skills and experience in all aspects of programme development, including programme/project monitoring, review and evaluation and proposal writing;
Experience of working at both policy and implementation level;
Demonstrable experience of developing and establishing new programmes of work;
Substantial experience of developing working relations with donors and government;
Fluency in written and spoken English, French and Creole and substantial experience in preparing project proposals and reports to donors;
Ability to analyse information, evaluate options and to think and plan strategically;
Excellent interpersonal, communication and presentation skills;
Proven skills as a trainer/facilitator and mentor;
Commitment to and understanding of Save the Children’s aims, values and principles;
An understanding of the role of INGOs and Civil Society in current development debates, particularly participatory approaches, organisational development and capacity building with/for both state and non-state partners;
Ability and willingness to travel to field sites on a regular basis and stay in basic conditions.
