Introduction

ROLE PURPOSE:
The MEAL Coordinator will lead on MEAL system design and implementation, evaluations, MEAL budgeting as well as support proposal writing and logframe development at national level. The post holder will be expected to mentor and/or capacity building existing country programme staff.
SCOPE OF ROLE:
Reports to: Director Program Development and Quality
Staff directly reporting to this post: MEAL Officers (Dessalines, Port-au-Prince, South/Grand Anse, Jacmel) across all thematics (Education, Child Protection, WASH, Health, Livelihoods, Humanitarian). Data Entry Agents and other temporary MEAL staff as required. Consultants as required.

KEY AREAS OF ACCOUNTABILITY:
Monitoring & Evaluation
Across all sectors and field locations:
 Lead design and planning of needs assessments, in coordination other external sector agencies where necessary, ensuring assessment findings are documented and include an analysis of children’s needs and rights.
 Lead design and planning of beneficiary selection criteria in collaboration with technical staff
 Lead development and analysis of Save the Children programme baseline, mid and end line surveys.
 Work with the Programme Director to support senior technical colleagues in their development of sector log frames, plans, and monitoring and evaluation frameworks and plans. Contribute to development of programme plan/strategy and master budget.
 Lead development of Monitoring & Evaluation systems (such as output trackers) and their roll out.
 Support sector technical and managerial staff to carry out monitoring and evaluation of project activities as agreed in Monitoring & Evaluation frameworks and plans and to strengthen integration between sectors. Propose solutions to challenges encountered.
 Lead planning, implementation and follow-up of evaluations (real times, evaluations of humanitarian action etc.).
 Set up systems to manage complex information generated by MEAL activities, such as complaints databases and qualitative outcome monitoring data systems. Conduct statistical and qualitative data analysis and present and disseminate information to inform programme management at all levels of management within a response.
 Seek solutions for more complex data management requirements by working with IT colleagues, leading development of databases etc.
 Support sector technical leads to develop monitoring & evaluation plans and required tools. Escalate noncompliance with timelines, coach to improve quality of plans.
 Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct in particular during times of emergency response.
Accountability & Participation:
 Design, set up and lead on an accountability system and practices across all Save the Children Haiti implementation areas.
 Implement accountability mechanisms at field level, such as complaints response mechanisms – working on community assessment, design, implementation, review etc.
 Negotiate with FO/Project Managers for adequate resource allocation for the accountability system.
 Create and supervise mechanisms to ensure the accountability system is functioning appropriately.
 Lead on mainstreaming child participation across all implementation areas through the introduction of appropriate indicators as well as child participation in MEAL processes
 Support technical sector advisors to ensure that projects are carried out with participation from children and target communities, that information is shared with affected communities (through traditional and high-tech solutions) and that they solicit and respond to community feedback.
Learning & Advocacy:
 Identify learning and training opportunities for MEAL and other staff, develop a national MEAL training plan and work as a mentor and role model for staff. Capacity build technical field staff in carrying out the work.
 Conduct training and awareness raising activities for operations and programme technical staff at field and country-office level regarding MEAL priorities and quality standards.
 Ensure that Save the Children's work is coordinated with efforts of other agencies and Government, and support Interagency Coordination forums, advocating for the specific needs of children. This may involve taking the lead in coordination working groups. Participate in Interagency coordinated joint MEAL activities where necessary.
 Assist in advocacy activities that target decision-makers in-country with support from the Program Development Director and the CRG, Communications & Advocacy Manager. Proactively identify key data & evidence which could be used to inform advocacy efforts.
 Identify key areas of research to enhance the quality and impact of Save the Children’s programmes. Support program managers in integrating research into existing projects. Seek out and engage research funding sources and partnerships.
 Feed in learning, experiences and evidence to relevant global advocacy objectives lead on response-specific learning activities in collaboration with Save the Children MEAL colleagues.
For instance, support planning of review workshops, prepare lessons learnt reports and conducting accountability mechanism pilots. Take steps to document lessons learned for wider dissemination.
 Identify opportunities and material to contribute to communications and media work, acting as a spokesperson when required.
General:
 Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
 Identify MEAL staffing needs for emergency programmes, and lead on recruitment, induction, performance management and training.
 Support fundraising, including contributing to proposal writing and review to ensure MEAL activities and costs are adequately covered with support from senior technical colleagues. Develop standard guidance for incorporation of MEAL costs into proposals in specific responses.
 Prepare and manage departmental budgets; negotiate with Program Managers for inclusion of appropriate MEAL costs during annual budgeting exercises
 Lead the identification of MEAL activities supply needs and coordinate with the logistics team to ensure materials arrive in good time in a participatory manner.

Qualifications Requises

QUALIFICATIONS AND EXPERIENCE
Essential:
 University Level in a relevant subject or equivalent field experience.
 Minimum 3-7 years of experience in undertaking MEAL experience both developmental and humanitarian contexts.
 Previous first phase emergency response experience
 Experience of, and commitment to working through systems of community participation and accountability
 Capable of making complex decisions which impact upon long term project outcomes
 Demonstrated strong monitoring and evaluation skills, including planning/participating in evaluations
 Ability to work both in an advisory and a hands on implementation capacity
 Proven capacity to supervise (directly or indirectly), train and coach staff
 Experience of representation and ability to represent Save the Children effectively in external forums
 Experience of supporting the preparation of successful funding proposals for donors
 Ability to write clear and well-argued assessment and project reports
 Politically and culturally sensitive with qualities of patience, tact and diplomacy
 A high level of written and spoken English, French and Haitian Creole
 The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
 Commitment to the aims and principles of Save the Children. In particular, a good understanding of the Save the Children mandate and child focus and an ability to ensure this continues to underpin our support.
Desirable:
 Experience or knowledge of the Haitian context.
 Experience or knowledge of Save the Children’s processes and MEAL approach.

Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.
