Introduction

Mercy Corps helps communities develop their own ideas to solve Haiti's most daunting problems by using innovative approaches to bring Haitians new social and economic opportunities and to make their country more secure, productive and just. Established in January 2010, Mercy Corps Haiti is based in Port-au-Prince with satellite offices in Canaan and Arcahaie area. There are 40 staff implementing programs in economic development, agriculture, natural resources management and alternative energy. The Life, Land and Energy (VTE) project takes a holistic approach to watershed rehabilitation, improved agriculture practices, livelihoods improvement and community development. Mercy Corps economic development work is guided by the principles of pro-poor development and demand driven strategies. These projects focus on supporting entrepreneurs and youth through a combination of strategies includes training, job placement, and VSLAs. Mercy Corps takes a progressive approach to economic development that leads communities and entrepreneurs from relief to sustainable livelihoods to long term economic growth.

GENERAL POSITION SUMMARY:
The Senior M&E Coordinator will be responsible for coordinating the monitoring and evaluating of all MC Haiti programs and projects, both new and established, providing accountability and ensuring efficiency and success from start to finish. S/he will be responsible for establishing, modifying and monitoring key performance indicators to report and record physical progress for specific programs and projects within all Programs of Mercy Corps Haiti.
S/he also oversees regular project progress reports and will collaborate with the Program Managers to prepare monthly, quarterly and final narrative. Under the supervision of the Country Director, the Senior Monitoring and Evaluation Coordinator will develop and oversee the implementation a monitoring plan for each program. The Senior M&E Coordinator will supervise a team of M&E officers in surveying, data analysis, and reporting according to the needs of the programs. He/she will help ensure that program deliverables are met and the quality of the program is high. The Senior M&E coordinator will also assist the Program Managers and the Country Director in writing proposals including logical frameworks, indicators master sheet and M&E framework.
Lastly, the Senior M&E Coordinator will be the primary point of contact for Mercy Corps HQ and global initiatives around M&E, Thought Leadership, and Program Management Quality. This will include serving as the point person for PMD Pro, PM@MC, and Thought Leadership.


Fonctions

Technical Leadership of Design, Monitoring & Evaluation
● Lead program design efforts to ensure adherence to Mercy Corps, donor and international standards, including the use of standardized indicators and documentation methodologies; proposal development plans are implemented on schedule.
● Lead the institutionalization of learning in the program structure by supporting the program team to develop results chains, monitoring systems and feedback loops that enable frequent and regular learning sessions and periodic activity redesigns.
● Relevant staff are trained in the development of the M&E Plan, M&E tools, survey design, methodology, data analysis, and other services as may be required for program monitoring and evaluation.
● Identify shortfalls in monitoring, evaluation and information management that affect program implementation, prepare a plan to address those shortfalls, and ensure that the plan is implemented.
● Design and ensure the quality of program evaluations, whether conducted in-house or outsourced, including tool development, field logistics, data analysis, and report writing, in partnership with program teams and Mercy Corps’ HQ-based Technical Support Unit (TSU).
● Assist in the recruitment of competent M&E program staff and organize the program team to perform M&E activities.
● Provide guidance, recommendations, supervision, and leadership to ensure that the M&E systems meet the needs of programs, managers, and senior leadership.
● Compliance with PM@MC and Design for Impact requirements: Applying MC’s internal Program Management standard procedures, ensure that MC Haiti program represent the best practice in M&E for its respective sectors (agriculture, natural resources management, livelihoods and economic development) and that internal Design for Impact indicators are consistently used to align country program design and measurement around key agency priorities.
● Lead the design and implementation of project baseline studies in coordination with Mercy Corps’ partners and program staff.
● Coordinate and oversee on-going monitoring, midterm and final evaluations, and learning reviews of Mercy Corps’ project activities.

Information Management
● Support the MEL teams with the compilation and analysis of reports and assessments.
● Take the lead for reviewing and advising on impact reporting, particularly with regards to ensuring solid analysis is captured and demonstrated.
● Knowledge management and transfer from project MEL. Write case studies, best practices, lessons learned, and success stories to document project learning and contribute to knowledge exchange.
● Identify opportunities for using data and learning to advance Mercy Corps Haiti’s thought leadership objectives.

Team Management.
● Manage a team that is primarily responsible for data collection, tracking, analysis and reporting. Supervise any new staff hired to assist with M&E.
● Team members have sufficient capacity to execute their work and are working in close coordination with the program teams.
● Develop and implement trainings on MEL tools, systems and approaches for expatriate and national staff and implementing partner agencies, ensuring that they have the tools and skills they need to appropriate design, monitor, and evaluate programs.

Representation and Coordination
● Represent Mercy Corps in meetings and discussions on all M&E issues with Mercy Corps’ implementing partners and donors and with other departments/countries within Mercy Corps.
● Ensure close coordination with the partners on baseline studies, development of performance monitoring plan and common indicators, and evaluation.

Program Management
● Assist in the development of strategic and operational plans for Mercy Corps’ humanitarian and development programs and participate in relevant planning sessions as appropriate.

Organizational learning: As part of our commitment to organizational learning and in support of our understanding that learning organizations are more effective, efficient and relevant to the communities they serve - we expect all team members to commit 5% of their time to learning activities that benefit Mercy Corps as well as themselves.

Accountability to beneficiaries: Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.


Qualifications Requises

● Bachelor’s degree in related field, Master’s degree preferred.
● Minimum 5 years relevant professional experience, including at least four years working in M&E for non-governmental organizations working in international relief and development.
● Substantial experience developing and implementing baseline studies, KAP surveys, post distribution monitoring exercises, and evaluations, particularly in post-emergency contexts.
● Significant experience in training and capacity building of international, national staff and implementing partner agencies.
● Experience with USAID and other donors (UN, EU/ECHO preferred).
● Previous experience using participatory research methods, applying both qualitative and quantitative analysis.
● Strong knowledge of statistical analysis computer programs typically used for data tracking and reporting (e.g. SPSS, Stata, Excel, Access, or others)
● Excellent oral and written communications skills (English and French or Creole).
