Introduction
Background & Objective:
The US Agency for International Development (USAID)-funded Appui à la Valorisation du Potentiel Agricole du Nord, à la Sécurité Économique et Environnementale program (AVANSE) is a five-year, $87.8 million project designed to catalyze inclusive, sustainable economic growth in a potentially highly productive agricultural area. The program is based in Haiti’s Northern Corridor / Cap-Haïtien and works to increase agricultural incomes.
In direct support of these objectives, the AVANSE team frequently purchases agricultural and other commodities for beneficiary distribution to many rural areas in the northern corridor, which consists of the Massif du Nord (Northern Range), the Plaine du Nord (Northern Plain) and the northern coastal area – comprising six major watershed basins. The AVANSE project Zone also includes two cacao extension zones in Borgne and Port Margot.
As part of DAI/AVANSE’s internal procedures and policies, commodities that are delivered to these beneficiaries must go through a rigorous process that ensures compliance and accountability – including the receipt of commodities from the vendor and confirmation by AVANSE that all commodities have been delivered in accordance with the distribution plan and in accordance with the specifications, terms and conditions of the purchase order. The DAI/AVANSE management team has decided that to improve the transparency and accountability of this process, two dedicated staff members are required to manage this distribution process.
This position has a dual reporting structure. The Commodities, Procurement and Logistics Officer will work very closely with the Senior Commodities, Procurement and Logistics Officer who will provide training on the specifics of the position and day-to-day oversight of the person in this position. Overall management will be provided by the Grants, Subcontracts and Procurement Manager.
Fonctions
Specific Tasks:
The Commodities, Procurement and Logistics Officer will dedicate approximately 80% level of effort (LOE) to the distribution tasks outlined below. S/he will also dedicate approximately 20% LOE to the procurement tasks outlined in this SOW. The tasks are as follows:
- Proactively coordinate with technical leads to create distribution plans; develop future distribution calendar and share with logistics team for appropriate planning/utilization of project warehouse, vehicles and drivers, or rental trucks, as needed;
- Facilitate all distributions by ensuring daily coordination with vendors, AVANSE field technicians, M&E staff, logistics staff, dispatcher and other AVANSE staff, as needed;
- Coordinate receipt, inspection and acceptance of all goods by AVANSE staff in accordance with specifications, terms and conditions in purchase order (PO) and distribution plan;
- Coordinate with AVANSE warehouse team, technical team leaders, and logistics staff to ensure delivery of goods from AVANSE warehouse to field sites, as needed;
- Document any anticipated or unanticipated changes to distribution plans for the files;
- Cross check completed distribution sheets and ensure beneficiary contact information and signatures are present and correct;
- Issue distribution sheets with unique control numbers; maintain logbook with information on AVANSE staff who received distribution sheets; maintain all signed and completed original distribution sheets in the file;
- Make recommendations to AVANSE management team for potential improvements to warehouse and/or distribution system, policies and/or forms, as applicable;
- Coordinate with M&E team to create required reports and/or spot checks, to provide information for database entry or to support other evaluation techniques;
- Conduct a file audit and closeout of historical procurement/distribution files;
- Conduct procurement process for project activities and office operations, in accordance with all applicable DAI policies and USAID regulations;
- Review requisitions, create requests for quotations, oversee selection of vendors, create purchase orders, conduct negotiations with vendors as needed, resolve any vendor compliance or delivery issues and complete all documentation for procurement files;
- In the absence of the Senior Commodities, Procurement and Logistics Officer, serve as his alternate and manage the entire distribution process;
- Conduct other duties as assigned by Grants, Subcontracts and Procurement Manager and/or the Senior Commodities, Procurement and Logistics Officer.
Qualifications Requises
Qualifications:
- Bachelor’s degree in business, finance, project management, or related field required;
- 3-5 years of professional experience in logistics, procurement, or warehouse management;
- Familiarity with USAID regulations;
- Demonstrated ability to work and coordinate effectively with a wide variety of colleagues and independently;
- Demonstrated ability to communicate well, verbally and in writing;
- Experience in commodities distribution preferred;
-Fluency in French and Haitian Creole required; Strong English skills preferred
