Introduction
The National HIV Surveillance Coordinator is located full time in Haiti, and reports to the Deputy Country Director at the NASTAD Haiti office. The position is responsible for providing support to the Haiti Ministry of Health (MSPP) for HIV surveillance system planning, coordination, supervision, and monitoring and evaluation, as well as support for data collection, analysis, and use. The National HIV Surveillance Coordinator, NASTAD/Haiti, is expected to collaborate closely with the MSPP to mentor capacity for HIV surveillance system oversight, and to trouble shoot implementation hurdles.
Fonctions
• Develop and/or contribute to national HIV surveillance algorithm and framework, including clear definition of inputs, processes, outputs, timelines, roles and responsibilities, and M&E framework
• Ensure active use of system at the facility, network and health system level
• Develop and disseminate monthly, quarterly, and annual HIV surveillance reports; provide technical assistance and training to departmental staff to create similar reports
• Oversee design and implementation of surveillance system M&E framework, and that periodic reports are generated
• Oversee management and follow-up with case reporting sites to assure reporting quality
• Contribute to national HIV data security and confidentiality plan and protocol
• Develop and maintain strong, proactive relationships with key MSPP staff and others working in surveillance
• Provide supervision of the HIV surveillance system, including applicable NASTAD/Haiti staff and departmental contributors
• Provide supervision and coordination of pilot projects, including a current pilot related to patient care linkage and retention
• Act as the main liaison to implementing partners to troubleshoot data transfer and content issues.
Qualifications Requises
Education/Experience
• Advanced Degree in Public Health or related field and at least six years work professional experience in planning and managing public health programs related to HIV or TB
• At least four years experience in a leadership role and supervising staff
• Technical and programmatic expertise in HIV-related or similar project management
• Experience in training health care workers
• Strong and demonstrated experience in monitoring, evaluating and documenting observed activities
• Experience in data management and data analysis with a demonstrated ability to perform routine reporting statistics
Knowledge and Skills
• Excellent written/oral communication and presentation skills in French, English and Creole
• Ability to navigate complex government processes with multiple influencers while negotiating and achieving consensus
• Must be great mentor, manager role model and team player/builder; must have, and meet, high performance standards
• Exceptional ability to work independently and autonomously
• Proficiency in Microsoft Office Suite with strong computer skills
• Must be available to travel throughout Haiti

• Excellent verbal and written command of the French language is required
• Position requires the ability to communicate effectively both in person and via telephone and internet conferencing
Environment and Scheduling
• Interest in working with an HIV/TB-focused public health organization
• Travel requirement may be up to 30% in and around Haiti
• Position requires legal residence and right-to-work in Haiti. NASTAD will not provide relocation and/or housing assistance for individual selected for position
