We are looking for an Evaluation Specialist to review a project that was completed over the last 3 years. The specific objectives of the project were to:

1. Develop an accredited innovative continuing education curriculum for in-service educators, based on and complimenting the Haitian primary and secondary school curriculum, equipping teachers with the skills and knowledge to deliver quality education in the classroom,
2. Build the physical infrastructure of the Center for Innovative Continuing Education jointly with the University of Quisqueya, build its partnership network and Operational Plan,
3. Provide continuing education professional development pathways advancing the teaching competency of in-service teachers, placing a special focus on educators working with socio-economically vulnerable communities,
4. Develop networks of participating teachers and schools encouraging knowledge exchange and professional organization.

OBJECTIVES OF THE CONSULTANCY

i. To conduct interviews with coordinators, trainers, training participants, partners and school administrators in order to evaluate the effectiveness of the program in terms of increasing teaching competencies and encouraging professional organizational development and networking,
ii. Conduct informal interviews with parents and students in order to evaluate the results of the training on students’ learning outcomes, including dropout rates, sense of safety and general wellbeing amongst others,
iii. Evaluate and document the results, experiences, lessons learnt, and progress of participants for each of the modules and pathway steps,
iv. Evaluate the impact of the training program on the employability/job security for each participant,
v. Analyze the impact of the program on the school management and staff in terms of introducing and embracing the new pedagogical ideas and methodologies,
vi. Analyze the extent of collaboration with and impact on the Ministry of Education, including the possibilities for replication of the modules and their integration within the national curriculum

The perspective applicant will have to provide a Curriculum Vitae with past work experiences, education, achievements, scope of responsibilities and references. The applicant should have a minimum of 5 years experience in education and/or teacher training, education program evaluation and/or management, or a relevant field. Proficiency in Creole is a plus.

The deliverable for this contract include the following:
• Inception Report due after accepting consultancy, having read relevant project documents, and meeting project staff. The Report should include suggestions on sample sizes based on the list of schools that have participated in the trainings.
• Narrative report of at least 30 pages long, including evaluation schedule, description of evaluation methodology, information on sample sizes, and description of data collection tools such as guidelines, questionnaires and observation sheets.
