Introduction

The Senior Grants, Subcontracts, and Procurement (GSP) Specialist will work across disciplines to support AVANSE grants and procurement of complex goods and services. The Sr. GSP Specialist ensures that all subawards are undertaken and completed in a timely manner including attention to TAMIS request due dates and performance periods. The candidate will ensure that DAI and AVANSE policies, procedures, rules and guideline are followed by staff in the delivery of subawards.

Fonctions

The Senior Grants Subcontracts, and Procurement Specialist is responsible for the following tasks, but not limited to:
• Ensure compliance with corporate policies and AVANSE Field Operations Manual (FOM) procurement and grants policies, including ensuring the completeness of relevant compliance monitoring tools (e.g. trackers of procurement file close-out or of specific categories of goods procurements, such as seeds and fertilizers);
• Lead the purchase process of a wide-range of complex goods, commodities, and services;
• Draft and finalize all applicable solicitation and award documents in English and French using the appropriate templates,
• Edit scopes of work and program descriptions for clarity and cohesiveness,
• Critically analyze proposed grant and subcontract budgets for cost reasonableness and completeness,
• Monitor the subaward documentation process for compliance with relevant regulations,
• Collaborate with technical units to obtain goods specifications, manage technical and financial evaluations, and oversee vendor selection, especially for engineering firms that will be executing irrigation works within the framework of the project;
• Provide input related to project procurement for financial and other reports;
• Conduct or participate in pre-award responsibility and due diligence activities, including Financial Capability assessments for grantees or subcontractors and FOG eligibility checklists, especially for infrastructure subcontractors;
• Conduct or participate in grant, purchase order, and subcontract negotiations, especially for infrastructure subcontractors;
• Monitor grant, purchase order, and subcontract awards for compliance during implementation,
• Conduct site visits during grant implementation;
• Prepare grant and subcontract modifications as required;
• Prepare grant closeout and subcontract completion; and
• Supervise 1¬–3 procurement or grants officers as needed, and less formally mentor other junior members of the GSP team.



Qualifications Requises

• At least 7 years of progressive experience working in a complex procurement and/or grants capacity, preferably with USAID-funded contracts.
• Excellent working knowledge and experience administering USAID funded subcontracts and grants, with FAR, AIDAR, and ADS regulations.
• Experience in writing high quality subcontracting and grants documentation in English and French including RFPs, RFA, SOWs, evaluation reports, financial offer formats and other grant and subcontract documents.
• Highly organized, detail-oriented individual experienced in managing competing priorities under tight deadlines.
• Sound business judgment and strong skills in critical thinking, analysis and evaluation, and problem-solving
• Fluency in Haitian Creole, French, and advanced English language skills required. Capacity to translate documents in either language is needed.
• Excellent writing and editing skills are required.
• Fluency in French and Haitian Creole required; English proficiency preferred.
• University degree in a relevant field preferred

Reporting:
The Senior GSP Specialist reports to the Grants, Subcontracts, and Procurement Manager.
