Program Overview
Partners In Health is seeking a Program Coordinator for the USAID/Haiti Health Systems Strengthening and Service Delivery project, Services de Santé de Qualité pour Haïti (SSQH). The overall purpose of the three-year (with option of a two-year extension) SSQH project is to improve the health status of the Haitian population, specifically in the areas of HIV and AIDS, family planning and reproductive health, and maternal and child mortality and nutrition. This will be achieved by: (1) increasing utilization of the Ministère de la Santé Publique et de la Population's (MSPP) integrated package of services at the primary care and community levels; (2) improving the functionality of the USG-supported health referral networks; (3) facilitating sustainable delivery of quality health services through the institutionalization of key management practices at both the facility and community levels; and (4) strengthening departmental health authorities' capacity to manage and monitor service delivery.

Overall Position Purpose
The Program Coordinator is another administrative overseer of the PIH subcontract (STTA) in addition to the Program Manager- who performs under the supervision of Project Lead for PIH and leverages the support of the technical staff to accomplish key donor deliverables. Together with the Program Manager, s/he will help ensure that these deliverables are submitted on time and in compliance with PIH, Pathfinder International, and USAID standards.
S/he will liaise with both the PIH technical staff and the Pathfinder International M&E team regarding all aspects of HIV/AIDS and TB program implementation and reporting. S/he will serve as PIH’s primary point of contact to ensure that HIV/AIDS and TB reporting agreements with Pathfinder are met by both parties.
Specific Responsibilities
• Under the technical supervision of the program manager , oversees the time tracking of PIH staff under the STTA subcontract;
• Provides significant input and guidance to work planning and reporting processes from an operational perspective;
• Liaises with PIH technical and Pathfinder International HIV/TB teams to monitor implementation of the project’s work plan; provide support to action planning and execution in line with the project’s budget;
• Participates in the preparation of monthly, quarterly and annual reports;
• Participates in the preparation of PEPFAR deliverables: IPR (mid-year), APR (end of fiscal year), and EA (Sept-Dec);
• Uses project data to systematically and consistently document achievements, success stories, and best practices;
• Manages the PIH/STTA Performance Monitoring Plan (PMP) table documenting indicator calculation results and narrative explanation related to performance
• Provides technical assistance to HIV/TB program teams and partner organizations as necessary;
• Produces routine and ad-hoc information products and data queries – including data visualization graphics - to support program management and evidence-based decision-making;
• Supports development of data reports documenting project achievements, lessons learned, and other findings, including semi-annual and annual reports to the donor per contract specifications;
• Collaborates with other project staff to provide support in the development of programmatic reports.
Qualifications Requises
• Minimum 3 years of management experience in public health programming and project management. At least 3 years of experience collecting, analyzing and managing donor funded project data of health projects.
• A Master’s degree in Business Administration, Management or similar, preferred.
• Excellent diplomatic, interpersonal and communication skills.
• Ability to solve problems creatively in order to meet organizational goals and objectives.
• Ability to work independently and with attention to detail.
• Ability to work in complex, low-resource environments.
• Demonstrated ability to foster team work and to work as a team member.
• Experience with information systems or proven ability to learn new systems quickly
• Proven ability to develop, implement and train on new systems and processes
• Competency in MS Word, Excel, and PowerPoint and a statistical software package (STATA, SPSS, SAS or similar) and knowledge of ACCESS or other database software.
• Strong presentation skills including the ability to present to donors and other key stakeholders.
• Familiarity with USAID or other USG administrative, management and reporting procedures and systems.
• Willingness and ability to travel to in-country field operations required.
• Familiarity with the political, social, economic and cultural context of in Haiti.
• Broad understanding of comprehensive health, MCH, WASH, HIV/TB and the family planning situation in Haiti.
