The Maternal and Child Survival Program (MCSP) is a global, USAID Cooperative Agreement operating in 24 high priority countries to introduce and support high-impact health interventions with the ultimate goal of ending preventable child and maternal deaths within a generation. The Program is focused on ensuring that all women, newborns and children most in need have equitable access to quality health care services to save lives. USAID’s MCSP supports programming in maternal, newborn and child health, immunization, family planning and reproductive health, nutrition, health systems strengthening, water/sanitation/hygiene, malaria, prevention of mother-to-child transmission of HIV and syphilis, and pediatric HIV care and treatment. USAID’s MCSP engages governments, policymakers, private sector leaders, health care providers, civil society, faith-based organizations and communities in adopting and accelerating proven approaches to address the major causes of maternal, newborn and child mortality such as postpartum hemorrhage, birth asphyxia and diarrhea, respectively, and improve the quality of health services, from household to hospital.

USAID’s Maternal and Child Survival Program is hiring a Facility Services Officer for the SSQH-Nord project. The Facility Services Officer provides support for ensuring facility level service delivery. Works in strong collaboration with DDS and NGO counterparts to develop supervisory and quality improvement plans and accompany Departmental health Directorate (DDS) and NGO counterparts for supportive supervisory visits to each facility. This position is based in Cap Haitien but conducts supervisory visits in the field all month to flag areas that need follow-up by the DDS experts, NGO counterparts, and SSQH-Nord Technical Advisors. The position reports to the Director of Health Services.

• As part of a team of Facility Service Officers, work with DDS and NGO counterparts to provide supportive supervision to facilities in the North, North-East, Artibonite, or North West departments. Supervisory facility visits are regular visits to facilities, using a comprehensive supervision checklist to ensure that quality services are being provided for RMNCH and HIV/TB.
• Work with DDS and NGO counterparts to develop monthly joint supervision calendars and transportation plan to cover every SSQH-Nord supported site by department
• Work with DDS, NGO counterparts and Director of Health Services to identify needs at the facility level, and address those needs in accordance with best practices and with guidance from the SSQH-Nord Technical Advisors.
• Provide suggestions to DDS and SSQH-Nord for how services, staff performance or supply chain issues can be improved.
• Report findings from each supervisory visit to DDS point of contact and Director of Health Services at SSQH-Nord.
• Contribute to the planning and implementation of RMNCH and HIV/TB capacity building and quality improvement activities for facility staff.
• Ensure follow up visits to sites as required and according to needs identified.
• Contribute to monthly and quarterly donor reports.
• Perform other tasks as required by the Director of Health Services.

• Bachelor’s degree in nursing or public health field or higher
• Knowledge of RMNCH and HIV issues and health system in Haiti
• Ability to work as part of a team and independently
• Excellent communication and interpersonal skills
• Fluency in French and Haitian Creole, proficiency in English also desirable
• Excellent facilitation, oral and written communications skills
• Ability and willingness to travel around Haiti up to 90% of time (the vast majority of time is spent in the field conducting supervisory visits)
