Introduction

SCMS is recruiting a Quantity and demanding planning Advisor who will lead and organize the national forecasting, quantification of commodities required to support the HIV/AIDS Program and Family Planning (FP) Program.


Fonctions

S/he shall primarily be responsible for the quantification and development of specifications of HIV/AIDS related commodities, laboratory related commodities and FP commodities. S/he will be responsible for the quantification of these commodities using tools such as Quantimed and others that are specifically designed for laboratory commodities. S/he shall be responsible for analyzing and managing the Pipeline for antiretroviral (ARVs) and other major HIV/AIDS commodities such as test kits, major drugs to treat opportunistic infections and sexually transmitted infections, laboratory supplies, family planning and other health commodities.

The Advisor, with the Ministry of Health and other partners, will lead the national quantification exercises and national committee meetings and develop regular quantification reports of commodity needs, including analysis and demand to inform the SCMS procurement strategy, the USG team and National counterparts. The quantification and demand planning Advisor manages a team of two Quantification and Demand Planning Assistants.
Specific Responsibilities
1. Lead the national quantification exercise for HIV/AIDS and FP commodities and manage the Quantification National committee in collaboration with partners and National counterpart.
2. Monitor the national pipelines for all HIV/AIDS commodities and FP commodities to ensure that adequate quantities of required commodities are readily available for distribution, using available tools (Pipeline, Inventory Tracking Tool, etc.).
3. Identify and implement strategies for improve the forecast accuracy for HIV/AIDS and FP commodities
4. Work with SCMS Procurement Officers to ensure execution of commodity procurement by SCMS; this includes monitoring costs and lead time.
5. Coordinate with M&E and Data unit for regular data validation exercise.
6. Coordinate closely with all partners and other stakeholders to ensure rational and timely procurement of HIV/AIDS-related commodities.
7. In coordination with SCMS Country Director and HSS Deputy Director, meet regularly with clients to discuss current orders, upcoming deliveries and immediate future needs.
8. Perform tasks as requested by SCMS Country Director and/or Deputy Country Director


Qualifications Requises

• Graduate degree in supply chain management or business management with relevant experience.
• At least 7 years of work experience in pharmaceutical/lab/public health supplies management.
• knowledge and comprehensive understanding of Haiti’s public health sector and working experience in Haiti preferred.
• Excellent written and oral communications skills in French and English.
• Proven ability to work as a part of a leading team but also self-managing of own time.
• Demonstrated skills in relevant forecasting software (uses Quantimed, ProQ and PipeLine), or other similar computer software programs, as well as general-purpose software such as Excel, Access, etc.
• Advanced laboratory experience and analytical skills.
• International work experience particularly with projects funded by the United States Agency for International Development (USAID) a definite plus.
• Ability and willingness to travel locally at least 15-20% of the time.
