In response to Haiti’s January 2010 Earthquake, the U.S. Government (USG) embarked on a “New Settlements Program” to help replace housing stock lost in the disaster. In close collaboration with the Government of Haiti (GOH), the USG has developed a plan to construct permanent homes and associated infrastructure on new “greenfield” sites in the Port-au-Prince, Saint Marc, and Cap Haitien “Development Corridors”.
The first and largest of these sites is Caracol-EKAM. Located in the Cap Haitian Development Corridor, the EKAM site, including roads, services and 750 housing units, has been constructed with funding from USAID. The land on which the homes are located has been authorized by the Ministry of Finance as a social housing site, under the jurisdiction of the Government’s Entreprise Publique de Promotion de Logements Sociaux (EPPLS) unit. The new homes are intended for households displaced by the 2010 earthquake, as well as other vulnerable households living in substandard or at-risk housing conditions. Since August, 2013, Global Communities has implemented the USAID-financed Community Development Program (CDP) which seeks to select beneficiaries, facilitate their move-in, build community cohesion, strengthen management capacity of EPPLS to manage the site, and provide short-term site maintenance services.
Fonctions
• Assist the Chief of Party in providing overall management and strategic vision for proper implementation of CDP
• Develop and update work plans and ensure that the program’s specific deliverables are met
• Manage day-to-day site operations, supervise programmatic/site teams, and ensure that all program activities are consistent with the scope of the agreement with the USAID donor as well as being in full compliance with Global Communities’ rules and regulations
• Ensure effective and efficient service delivery in the core activities of community development and in the process strengthen capacity of local partners.
• Oversee program activities at site that are implemented by Global Communities and partners and ensure timely, quality reporting. Also responsible for quality
assurance quality control, ensure the effectiveness of site activities.
• Coordinate activities with partner organizations, women's groups.
• Undertake additional duties as directed by the COP.
Qualifications Requises
Academic Requirements: Bachelor’s degree in the field of engineering and development, or related field required, Masters preferred.
Experience: At least five years’ experience in humanitarian/development programming and constructions management. Supervision and strengthening of community groups/local organizations required. Living and working experience in Haiti preferred.
Languages: Fluency in oral and written English and French required. Creole a
plus.
Competency: High degree of professionalism and ability to work well under
pressure, ability to work independently and make sound decisions based on programmatic needs. Strong communication and management skills are required and must be a strong multitasker with good time management skills.
Computer skills: Proficiency in current office software applications (MS Word,
