GOAL’s programmes in Haiti operate in both the urban and rural context, in Port au Prince and Gressier, respectively. GOAL continues to respond to the housing, water and sanitation needs of vulnerable families affected by the earthquake, while transitioning to delivery of an integrated community-led development programme. During this strategic period, GOAL aims to link relief and recovery to development, focusing on 3 key programmatic sectors: DRR & Reconstruction, WASH and Economic Development. The objective of the programme is to create communities that are safer and more disaster resilient, with greater access to the economic resources to drive their own household and community development.
General Description of the Role:
The Resilience & DRR Technical Advisor will be responsible for the development and technical support of GOAL’s Disaster Risk Reduction programmes in Haiti and ensure Resilience and DRR mainstreaming across all GOAL programmes. He/ she will lead the development of GOAL Haiti’s Country Strategic Plan as this relates to Resilience and DRR, ensure standards are maintained in all related GOAL activities, advise on implementation of programmes through close collaboration with programme staff and work closely with other Technical Team members to ensure disaster resilience is effectively mainstreamed across all programme activities.
Fonctions
• Work in close collaboration with the ACD-P and support the development of work plans for the Community Managed DRR components of all GOAL projects, working with the Programme Coordinators to ensure delivery of project targets to a high quality and within the contracted timeframe.
• Support Programme Coordinators in the co-ordination, planning, monitoring and implementation of all DRR project activities.
• Provide technical advice and support in all matters Resilience and DRR to GOAL programmes to ensure it achieves objectives and is executed to high standards of quality.
• Ensure programme monitoring through technical field visits and advising programme coordinators on programme approaches and methodologies.
• Provide input on Resilience and DRR programme components for donor reports and proposal development.
• Responsible for the overall technical quality of all DRR programming and supporting quality delivery.
• Foster a stable and participatory working environment, promoting experience sharing.
• Responsible for preparing ToRs, technical methodologies and approaches for consultancies and other support to Resilience and DRR programming.
• Serve as a strategic and technical resource in the mainstreaming of Community Managed DRR within GOAL’s programmes;
• Identification and development of additional urban and rural Resilience & DRR programming initiatives
• Support the implementation of the GOAL Haiti Resilience & DRR Sector Strategy, based on an analysis of local risks assessments and vulnerability mapping;
• Development of Concept Notes and proposals for Resilience & DRR programming in line with the Sector Strategy, and in coordination with other Sector Heads to ensure an integrated approach to programme design;
• Work in conjunction other members of the technical team to develop strategies and approaches that enhance integration, efficiency and synergies in the delivery of quality development programmes in Haiti;
• Ensure that concepts of resilience on household and community level are known to GOAL programme staff and are integrated in project planning and implementation
• Work closely with GOAL’s M&E department in the development and adaption of tools to measure resilience on household and community level and to ensure related indicators are well designed and measured
• Establish and foster relationships with stakeholders in the SNGRD, the DPC & donors;
• Establish and strengthen working relationships with governmental, NGO, local and international organisations;
• Develop strategic partnerships with relevant and innovative NGOs, leveraging existing expertise to GOAL Haiti programme design and proposals;
• Identification and assessment of local partners for future partnering opportunities in DRR activities as well as support their capacity building;
• Support in the design and the development of proposals for Resilience and DRR interventions and contribute to proposals being prepared by other Sectors.
• Prepare reports for the Assistant Country Director and donors as required.
• Represent GOAL during key meetings and visits as requested.
• Carry out other activities as requested by the supervisor.
Functional Relationship:
• Line-managed by the ACD-P.
• Close working relationship with Programme Coordinators and other Sector Leads to ensure delivery of an integrated and quality community development programme
• Close working relationship with M&E Team to ensure appropriate and accurate monitoring of programme activities and evaluation to inform project delivery and development
Qualifications Requises
• University graduate in a relevant technical discipline with educational background in Resilience/DRR/DRM an advantage
• Minimum three years’ experience in managing Disaster Risk Reduction/Preparedness and/or Resilience focused programmes with international NGOs.
• Experience in working in multi-disciplinary and culturally diverse teams and proven abilities to lead and develop a team
• Proven experience in review, monitoring and evaluation of programmes; using of quantitative and qualitative methods and approaches to support of programme development.
• Strong and well-developed analytical skills coupled with experience of writing reports that are usable by different stakeholders.
• Sound knowledge and commitment to participatory approaches to working with communities.
• Experience in capacity building, identifying needs, organising and delivering courses, developing syllabuses, tools and techniques.
• Familiarity with the Sendai Framework for Disaster Risk Reduction, Concepts of Household and Community Resilience, Sphere Standards, Do ‘No harm’ policy, Red-Cross/Red-crescent Code of Conduct and Haitian DRM System.
• Understanding of Resilience and DRR and current opportunities and constraints within the Haitian context.
• Excellent experience of Vulnerability Capacity Assessment (VCA) model.
• Excellent knowledge of Urban/ Rural Risk analysis and mapping.
• Excellent French and English language skills (written and spoken)
• Ability to work under pressure and prioritise effectively.
• Good team player with the ability to work independently
• Working knowledge of Microsoft Office, GIS
Desirable:
• Good knowledge of project cycle management and financial management.
• Related experience showing progressive responsibility and a demonstrable record of donor-funded project delivery.
