Introduction

J/P Haitian Relief Organization (J/P HRO) evolved as an organization since its inception in January 2010, transitioning from an emergency to a development context. Hence, the need for J/P HRO’s structure to adapt accordingly in order to support new monitoring and reporting needs, as well as efficiency imperatives. J/P HRO is seeking for: A Wash Engineer based in its office in Port-au-Prince, Haiti.

Summary:
The WASH Engineer is responsible for leading the Construction and/or improvement of the sanitation facilities at ten schools partners in Delmas 32. As a leader in this field, he oversees the WASH project in Delmas 32 that will support the activities implementation within the complementary interventions to achieve programmatic outcomes in order to effectively fulfill J/PHRO’s mission. The WASH Engineer will report to the Education Project Manager and he will maintain close professional relationship with Community project team and the Technical Support Engineering & construction Team.


Fonctions

Under the supervision of the Education Project Manager the responsibilities of the Wash Engineer are the following:

• Technical Needs Assessment (Existing structures and implementation sites) ;
• Develop and review designs, calculations, technical drawings in compliance with all relevant design codes and standards, including production of BOQs, drawings and specifications including coordination and completion of activities on schedule;
• Coordinate with school directors, school community, government officials, associations, and other stakeholders. This may include participating in meetings to inform the community on the goals, requirements, procedures, contributions, and objectives of projects during the plan, design, construction and monitoring phases of the projects;
• Carry out construction training as requested by the Education Project Manager by improving standards of local construction and staff;
• Ensure contractors complete work in accordance with the specifications, BOQs and technical designs, on-time and on budget ;
• Ensure that accurate and detailed records of project matters are formulated and kept on a daily basis during construction and all necessary corrective action is provided to the contractor and signed. Coordinate technical matters and corrective changes will be reported and coordinated with the Engineering & Construction program Manager;
• During construction, ensure the contractors provide a detailed weekly work plan, oversee the implementation of that plan and report any deviation in terms of timing, quality or incidents on the worksite to the J/PHRO Management;
• Ensure as far as possible the security of the construction project, of staff, and of equipment–alerting the Staff Management of any incidents involving the contractor, the workers, and the community or JPHRO staff;
• Coordinate with beneficiary leaders to ensure community participation and ownership;
• Advise procurement committee members as requested;
• Prepare and submit daily or weekly progress reports and personal work plans corresponding to the weekly work plans of the contractors or Workers;
• Alert the Staff Management to any instances that have the potential for a negative impact on the implementation of the project or compliance with the terms of the project agreement;
• Take overall responsibility for achieving activities objectives on time and on budget and adhering to the contract and donor requirements;
• Review documents and other materials prepared by contractors and consultants;
• Complete accurate monitoring, evaluation, project and costing reports;
• Ensure that accurate and detailed records and photographs of project matters are formulated and kept;
• Maintain regular logs of program progress.


Qualifications Requises

• University degree in Civil Engineering/Hydrology, or Postgraduate/specialized training in water, hygiene and sanitation, or other related discipline
• Minimum of 3 years professional experience in managing of WASH in School and Community
• Strong problem identification and problem solving skills
• Ability to execute a budget
• Strong communication skills/reporting
• High proficiency in English (written & oral) desirable
• Ability to network and build partnership opportunities with other organizations
• Excellent verbal communication and interpersonal abilities to develop support with the staff and to interact with school and partner projects
• Computer literacy, experience with the internet, applications of Microsoft Office, AUTOCAD and presentation software.
