Introduction

Purpose: The American Red Cross (ARC) International Services Department (ISD) seeks to prevent and alleviate human suffering around the world by responding to disasters, building safer, more resilient communities, and educating future humanitarians. The American Red Cross continues to deepen and expand its international programming while also working to strengthen the global Red Cross Red Crescent Network, in order to deliver critical assistance to some of the most vulnerable communities in the world.

The ARC Haiti Assistance Program (HAP) was established to direct the organization’s response to the 2010 Earthquake. HAP activities focus on integrated community recovery and preparedness interventions working within the Red Cross/Red Crescent network, particularly with the Haitian Red Cross (HRC) and through external partners.

The purpose of this position is to support AMEL Unit in the design, development, implementation and management of GIS in American Red Cross, Haiti Program.

Reporting to : Senior M&E and GIS Technical Manager

Frequent contact with: Sr. M&E Managers, GIS and DB officer, Programs M&E officers, Program Staff, Partners


Fonctions

Specific Duties and Accountabilities

1. GIS management
• Take the responsibility to manage the GIS database, and produce all necessary maps according to the programs needs
• Explore the use of new technologies, platforms and use of GIS relevant to development projects
• Help in finding new techniques to improve the work of GIS
• Support all baseline activities conducted by ARC by making some field visits, collecting GPS coordinates of the targeted area and by producing the final maps
• Be one of the key person to produce key strategic maps for the projects
• Initiate the discussion with Project and Partners around the needs, application and training for staff and partners on GIS and its effective application for the program. Note the recommended actions and work for further support
• Together with the Sr. M&E and GIS manager and the GIS and Database officer, develop the GIS work plan by taking into consideration all projects and partners’ needs for program development, and implementation support
• Participate in all technical meetings regarding GIS
• Represent the office in the discussions with programs and partners in order get feedback so to improve the GIS system and provide response on time
• Liaise with CNIGS (government entity) when necessary to get or share data




2. Planning and technical assistance
• Assess and identify needs in coordination with the Sr. M&E and GIS manager in order to develop GIS plans for all ARC programs and partners
• Collect GPS points and produce maps, together with GIS Unit and Projects, of all relevant implemented activities of HAP programs such as houses, roads, physical establishments and livelihoods activities, including other as required
• Participate in the training of staff in the use of GPS, and coordinate the data collection of all points of interest for the delegation
• Support baseline activities by geo-tagging the studied area and producing deployment maps to this effect
• Provide technical assistance to partners when necessary, or upon request
• Ensure the follow-up on all GIS activities mentioned in the quarterly work plan
• Help in documenting lessons learned and good practices related to the use of GIS in the delegation

Additional duties
• Suggest improvements or efficiencies that could be implemented
• Support the database development and management process
• Understand and practice the Principles of the Red Cross & Red Crescent Movement
• Any other duties relevant to the position as required by the supervisor

Duties applicable to all staff
• Establish and ensure effective working relationships with all staff
• Ensure effective working relationships with National Society counterparts and leadership
• Ensure effective working relationship with technical and service departments at national, delegation and headquarters level
• Perform other work related duties and responsibilities as may be assigned by the supervisor
• Work towards the achievement of overall goals of the operations in the delegation through effective managerial and lateral relations and teamwork
• Respect and work within the code of conduct of the Red Cross Movement


Qualifications Requises

General Skills, Qualifications and Experience
• Be in good mental and physical health
• Bachelor degree in Geographical Information System or other relevant subjects where GIS is included as one of the main areas of study
• Minimum 3 years of working experience in INGOs or private sectors with sound practical experiences in GIS, cartography
• Practical ability to manage GIS software such as: ArcGIS, QGIS, MapInfo, etc.
• Practical ability to manage GPS on Garmin devices and on Smartphones
• Previous knowledge and capacity to train staff in GIS and database systems
• Sound knowledge in building interactive maps, and publish on web-based platform
• Practical ability to link ArcGIS with any relational database like MySQL in order to produce maps
• Ability to develop and implement databases in the platform such as MS Access, MySQL, MS SQL Server systems preferred
• Demonstrate professional maturity and good interpersonal skills for teamwork, and good written and verbal communication skills
• Ability to work to meet deadlines in multiple tasking environments
• Experience working for the Red Cross / Red Crescent or other international humanitarian organization
• Ability to work effectively under pressure and to organize and prioritize competing activities
• Flexibility, patience, dedication and creativity
• Proficient in Creole and French, and a working command of English suitable for technical field work
