Introduction
Lumos is a registered charity working to transform the lives of disadvantaged children by facilitating the end of large-scale residential and institutional care and promoting and developing community and family based alternatives.
At least eight million children worldwide are living in institutions because they are poor, disabled, or otherwise marginalized. This is a serious problem, but there is a solution. Lumos works in partnership with governments, communities, families, children, and caregivers to transform outdated and ineffective systems that drive families apart. Together with partners, we replace institutions with family and community based services that provide children with access to health, education, and social care tailored to their needs. This support enables families to provide the care their children need to develop to their full potential.
Lumos’ work is based on evidence and universal principles. Our approach is tried and tested yet also flexible to respond to individual country and community contexts. We leverage resources, identify, and fill gaps, working with partners to achieve high impact and sustainable change that ensures the best interests of children are kept front and center.
Our target audiences include international policy makers, central governments, local authorities, non-governmental organisations, local communities, and the general public.
Job purpose:
Under the direction of the Head of LAC, the Country Director will lead Lumos’ work in Haiti through successful delivery of programmes, by clear articulation and confident representation of Lumos’ values and approaches to governmental and other relevant agencies and by contributing information about Haiti to guide Lumos’ future activities in the country.
Fonctions
Programme Management and Implementation:
• Provide overall leadership and management of Lumos in -country operations to ensure the effectiveness and positive impact of Lumos programmes in line with both Lumos and national country strategies and action plans.
• Represent Lumos in country: Responsible for the promotion of the organisation’s work and profile and will communicate regularly to the Head of LAC and CEO to update on progress made.
• Ensure transparency and accountability across country programmes mitigating any actual or potential risk to Lumos’s reputation.
• Manage overall performance of the staff team ensuring adequate evaluation of the impact of country programmes through measurement and monitoring of change; negotiating and establishing regular data-checkpoints against targets, allowing for ongoing impact measurement and, where necessary, adapted interventions.
• Ensure there is an appropriate contribution to policy development and advocacy at a national and regional level, based on the experience of the country programmes and Lumos’ wider knowledge of deinstitutionalisation.
• Build and maintain an overview of the political and security context, noting how developments may affect programme work.
• Manage risk, ensuring compliance and where necessary improving quality of the country programmes.
• Promote effective information exchange, writing up programmes case studies and learning from experience at all levels (regional, national and global)
Finance:
• Responsible for financial management of the country office: Ensure that financial, procurement and budgetary guidelines and controls are in place.
• Monitor and manage budgets and ensure proper expenditure phasing
• Ensure accounts are produced on time and in accordance with Lumos’ policy and procedures.
Staff Development:

• Lead, manage and develop staff in order to ensure that the country office is capable of fully achieving its agreed targets.
• Ensure the full implementation of the Lumos handbook and all other relevant policies.
Scope:
• To lead and manage overall operational delivery and client relations in Haiti, focusing on strategic relationships, impact and overall performance.
• From time to time, assist in furthering Lumos’ interests in the region and elsewhere in the world.
• This role may require some international travel.
Qualifications Requises
Significant experience of a senior management role with an international or national NGO or other relevant organisation ( for example, senior health, education or social work position);
Proven track record working within the field of children and families, and/or disability;
Experience of leading and managing multi-disciplinary teams to meet or exceed delivery targets;
Extensive experience in operational management both on a strategic and day-to-day level;
Strong track record of delivering results;
Experience of delivering complex long term programmes to high quality standards and within budget;
Relevant experience in a similar working environment;
Experience of transformation to community and family based care.
Conditions particulières
Key people management processes including performance and competency assessment;
Demonstrable evidence of strong financial experience and understanding of managing large programmes, effective budgetary control and grant management;
Sound ICT skills;
Relevant professional qualifications.

Able to represent Lumos credibly at the highest levels in relationships with external contacts, especially those representing Government Ministries or other institutions;
Good interpersonal and communication skills, and ability to work with a wide variety of contacts;
Highly organised, with an aptitude in planning effectively to meet deadlines, and an ability to work on multiple tasks at the same time;
Ability to work independently and on own initiative, and as part of a team working on a larger project;
Able to lead and manage effectively with distant support from his/her own manager
Ability to be self-motivated, flexible and effective;
Fluent in written and spoken English and French/Haitian creole;
Ability to travel regularly within country and abroad.
