Introduction
The US Agency for International Development (USAID)-funded Appui à la Valorisation du Potentiel Agricole du Nord, à la Sécurité Économique et Environnementale program (AVANSE) is a five-year, $87.8 million project designed to catalyze inclusive, sustainable economic growth in a potentially highly productive agricultural area. The program is based in Haiti’s Northern Corridor / Cap-Haïtien and works to increase agricultural incomes.
In direct support of these objectives, AVANSE team frequently purchases commodities, mostly agricultural, for beneficiary distribution to many rural areas found in the northern corridor, which consists of the Massif du Nord (Northern Range), the Plaine du Nord (Northern Plain), the northern coastal area, comprising six major watershed basins. The AVANSE Project Zone also includes two cacao extension zones in Borgne and Port Margot.
As part of DAI AVANSE’s policy, commodities delivered to these rural beneficiaries must go through a rigorous process that ensures compliance and accountability – starting with the arrival of the goods/commodities from the vendor and ends with the confirmation of goods distributed, based on a distribution plan provided by the relevant IR leader. These commodities must be verified for quality, quantity, and accurate distribution in accordance with the distribution plan. The DAI AVANSE management has decided that to improve the transparency and accountability of this process, a dedicated staff member is required to manage this distribution process.
Fonctions
The Senior Commodities/Logistics Officer will be responsible for the following detailed tasks, but not limited to:
- Work proactively with the IR leaders to develop efficient distribution plans;
- Review distribution plans submitted as part of the procurement process to develop a future distribution calendar, to be shared with the logistics team to more effectively utilize project warehouse, vehicles and drivers, or rental trucks;
- Upon receipt of goods in the AVANSE office, warehouse, or on site, the Senior Commodities/Logistics Officer shall be present or coordinate the receipt, inspection, and acceptance of goods based on the technical specifications contained in the purchase order;
- Work closely with the technical team leaders to ensure the quality of goods received are consistent with the purchase order requirements;
- Work with the AVANSE warehouse team, IR leaders, logistics officers, and AVANSE management to ensure that the goods are ready for transport and delivery in accordance with the distribution plan received;
- Work with the AVANSE procurement and management teams to document any anticipated, or unplanned but necessary, changes to the distribution plans, and document and seek approval for these changes in writing in TAMIS;
- Obtain contact information and signatures from beneficiaries at the time of delivery, by completing the required Fiche de Distribution, securing the forms, and providing copies of these forms to the Monitoring & Evaluation teams (originals are delivered to finance), the Technical team, and the Procurement Officer;
- The Senior Commodities Logistics Officer shall be the custodian of all signed and completed originals distribution sheets;
- He shall issue distribution sheets with unique control numbers and maintain a logbook which will indicate the date, and names of the M&E officer or technical officer who was provided the distribution sheet;
- Work with the Warehouse, Procurement, and Finance/Administration Managers to make improvements to the warehouse and distribution systems, including making suggestions for improvements and adopting new policies, procedures or systems management identifies as required;
- Work with the AVANSE management team to make suggestions for how to improve the distribution process or forms and to articulate these improvements in the project’s field operations manual, including related forms;
- Work with the M&E team to create required reports, spot checks, or support other evaluation techniques on the overall effectiveness of the technical tasks and objectives;
- Ensure timely submission of all required reports and deliverables;
- Perform other organizational, administrative/logistical and procurement duties as needed.
- Provide training to project staff on procurement policies and procedures\
- Undertake other duties as assigned by Procurement/Subcontracts/Grants Manager
Qualifications Requises
- Bachelor’s degree in business, finance, project management, or related field required;
- At least 5+ years of professional experience in logistics, procurement, or warehouse management
- Familiarity with USAID administrative procedures is required
- Prior experience on donor funded projects required;
- Demonstrated ability to work and coordinate effectively with a wide variety of colleagues and independently;
- Demonstrated ability to communicate well, verbally and in writing.
- Experience in commodities distribution preferred.
- Fluency in French, Haitian Creole, and English required.
