The Maternal and Child Survival Program (MCSP) is a global, USAID Cooperative Agreement operating in 24 high priority countries to introduce and support high-impact health interventions with the ultimate goal of ending preventable child and maternal deaths within a generation. The Program is focused on ensuring that all women, newborns and children most in need have equitable access to quality health care services to save lives. USAID’s MCSP supports programming in maternal, newborn and child health, immunization, family planning and reproductive health, nutrition, health systems strengthening, water/sanitation/hygiene, malaria, prevention of mother-to-child transmission of HIV and syphilis, and pediatric HIV care and treatment. USAID’s MCSP engages governments, policymakers, private sector leaders, health care providers, civil society, faith-based organizations and communities in adopting and accelerating proven approaches to address the major causes of maternal, newborn and child mortality such as postpartum hemorrhage, birth asphyxia and diarrhea, respectively, and improve the quality of health services, from household to hospital.
USAID’s Maternal and Child Survival Program is hiring a MNH Technical Advisor for the MCSP Haiti-North project. The MNCH Technical Advisor provides state of the art practical, operational and clinical guidance for MNCH in Haiti. The MNCH Technical Advisor serves as an expert to develop and strengthen MNH interventions that will ensure significant expansion and improved quality of priority services at the community and primary health care levels. He/She will be part of a larger MCSP Haiti-North technical team as well as work collaboratively with other senior management. This position will report directly to the MCSP Haiti-North Technical Director. The MNH Technical Advisor is responsible for guiding and overseeing the technical and strategic direction of MCSP Haiti-North’s Maternal and Child Survival Program MNH programs in Haiti. Fonctions
Technical Leadership
• Provide technical guidance on MNH that is sound, evidence-based and responsive to the needs of Haiti and USAID
• Provide technical leadership, and build local capacity using proven training approaches and quality improvement methodologies
• Provide trainings (providers and training of trainers) as well as follow-up support and clinical mentoring as necessary for MNH
• Support basic MNH care (including antenatal and postpartum care, FP integration, birth planning and birth preparedness, safe delivery, essential newborn care, nutrition) at Haiti-North sites
• Develop strategies for increasing the percentage of pregnant women who deliver under the care of a skilled birth attendant
• Support services for Emergency Obstetrical and Neonatal Care (EmONC) in sites where these services are currently supported by USAID
• Supervise technical coordinators as needed
• Advocate with Ministry of Health for adoption of new evidence based MNH best practices at health facilities in project sites
• Advocate with other ministries, community, NGO’s, and religious leaders to support and promote MNH components
• Contribute to and coordinate with the program’s monitoring and evaluation (M&E) team on activities to ensure that the program meets set targets in accordance with national and USG standards
• Represent program at national level stakeholder meetings and technical working groups in relation to MNH and related technical areas
Management
• Contribute to annual work planning, training plans and quarterly reports and other required technical reports
• Contribute to timely, accurate and appropriate reporting of program activities and results
• Ensure quality program implementation consistent with MOH Haiti Guidelines and USAID Haiti Strategic Directions
• Evaluate program progress against deliverables on a quarterly basis
• Perform other duties as assigned by supervisor which contribute to the achievement of program goals
• Assist in conceptualizing, and providing leadership and strategic direction for the Haiti-North MNH program
• With the Technical Director, oversee program design, implementation, quality assurance and monitoring of work plan
• Coordinate with the other members of the technical team and NGO partners to develop and implement feasible facility and community-based approaches
Knowledge, skills and abilities
• Advanced knowledge and skills of the most up-to-date scientific evidence on effective interventions in MNH areas
• Ability to provide competency-based MNH training and assess the quality of clinical training including an understanding of performance improvement and training techniques.
• Experience in designing/writing, reviewing and/or editing practical clinical technical resources (e.g., medical guidelines, learning resource packages, job aids, etc.)
• Experience in the development and implementation of strategic technical approaches in collaboration with other stakeholders who may represent a wide range of interests and needs
• Ability to build capacity and collaboration between governmental and non-governmental partners and other project implementers
• Experience in designing/writing, reviewing and/or editing data for donor reporting and presentations
• Excellent interpersonal, leadership, writing and oral presentation skills
• Strong change management, results-oriented and decision-making skills
• Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
Qualifications Requises
• Degree in midwifery or obstetrics with Master’s degree in public health with emphasis in MNH
• Minimum of ten years of experience in health sector with focus on MNH
• Ability to represent USAID’s Maternal and Child Survival Program at high level
• Experience developing successful, replicable and sustainable programs
• Expertise in research to practice identifying best practices and adapting them to program realities
• Familiarity with USAID policies and administrative procedures, and experience in design and implementation of overseas health programs (especially in Haiti)
• Fluency in French and Haitian Creole, proficiency in English also preferred
• Excellent facilitation, oral and written communications skills
• Ability and willingness to travel around Haiti up to 30% of time
