Introduction
OXFAM PURPOSE: To work with others to overcome poverty and suffering. Oxfam is currently undergoing a significant change process to develop one single structure in Haiti; the job holder would be contracted by Oxfam GB and would therefore be responsible for certain tasks related only to Oxfam GB functioning as well as those related to Oxfam International.
PROGRAMME QUALITY AND FUND DEVELOPMENT (PQFD) TEAM PURPOSE:
Fund Development: To raise funds for Oxfam International’s programmes in Haiti, to ensure quality and consistency in relationships with donors and to support country programme teams to manage funds for multi sectoral programmes in Haiti.
Programme Quality: To ensure programme quality is in line with Oxfam International standards, accountable to beneficiaries, donors, partners and the organization.
Fonctions
JOB PURPOSE: To proactively fundraise for the Oxfam Haiti programme. To support and capacity build the programme teams and country office in planning, securing and managing restricted funds.

DIMENSIONS:
• Resolve diverse and sometimes complex problems with impact in funding area around systems, fund management processes and people
• Provide professional support and advice to managers/budget holders in their area of responsibilities, such as the management of projects at unit level
• Lead on funding related training and capacity building in Haiti
• Manage funding processes according to Oxfam fundraising standards, responsible for quality control of funding processes and communications
• Gather and collate information from a wide range of well-defined sources/analyse and communicate complex information to a wide audience with regards to funding opportunities and grant management (knowledge management).
• Frequent negotiation and liaison with internal and external stakeholders, influencing significant external donor relations in the region and/or globally where appropriate.
KEY RESPONSIBILITIES:
Funding Coordination
• Ensure effective coordination with Oxfam colleagues at country/regional/HQ level to ensure country/emergency response overview of funding, proposal submissions and donor liaison
• Support programmes in securing restricted funds from existing and new donors, by co-ordinating and advising on development of competitive, high quality proposals, seeking multi-year funding from potential donors whenever possible.
• Establish a close working relationship with the Finance Department to ensure that there is synergy in the contract management and reporting.
• Ensure that strategic and operational funding management information is distributed regularly to programme managers/budget holders and finance department.
• In conjunction with the country team, represent Oxfam to donors and other external stakeholders as appropriate
• Ensure strong monitoring and quality of projects and programmes in collaboration with other PQFD colleagues, in particular PQMEAL Coordinators.
Fund Management
• Responsible for Donor Contract Management of restricted and unrestricted funds, including timely submission of reports, contract preparation and closure in compliance with donor requirements and Oxfam’s procedures and systems to ensure quality
• Provide specific advice and support to country team (with Finance Department) in donor budgeting, compliance with donor requirements, managing income, financial reporting and the necessary financial reconciliation on Oxfam management systems.
• Work closely with the Country Director and the Finance Manager to ensure greatest use of restricted funds through strategic recharging to donor contracts where possible, and to ensure budget spend is maximised.
Capacity Building
• Work closely with programme teams to assess and strengthen their capacity in the planning, securing and managing of restricted funds through formal and informal training including required support to field based staff and partner organisations.
• Lead coordination of grant inception workshops and other compliance trainings specific to new contracts secured or expected to be secured.
• Analyse and provide advice/training to relevant staff on funding policies and formal requirements of donors.
Information Management
• Ensure that funding files, both electronic and paper, are complete and kept up-to-date
• Review and strengthen utilization of contract management software for project and contract management
• Track income, request payments from donors and any necessary follow-up, process repayments and obtain any donor approvals, in line with Oxfam standards
• Support preparation for audits or donor visits of donor funded programs as required.
Qualifications Requises
SKILLS AND COMPETENCE:
Essential
• University Education or substantial experience of working with INGO’s in the following sector: administration, finance, funding and/or programming
• Demonstrable experience of planning for, securing and managing funds from institutional donors, such as DFID, EU, DFATD, OFDA and UN agencies
• In depth understanding of the political context of major donors and their policies
• Knowledge of Project Cycle Management with previous field experience
• Information management and IT skills with attention to detail to develop and analyse donor budgets and financial reports; and to develop/maintain, and give guidance on electronic and manual contract management and reporting systems.
• Strong numeracy and financial skills, particularly in developing budgets, financial management/monitoring and reporting.
• Good written skills with proven ability to develop and present proposals and donor reports, for both internal and external audiences.
• High level of analytical skills and critical thinking with the ability to research, analyse, and report
• Experience in capacity building; coaching and delivering training at an individual and group level.
• Highly developed interpersonal and communication and relationship skills with ability to influence external organisations and individuals and ability to work effectively with others in diverse team situations to achieve fundraising targets
• Self-motivated, target-driven and a proactive approach to funding
• Ability to manage his/her time effectively.
• Fluency in written and spoken English and French
• Gender knowledge and cultural sensitivity with a strong commitment and understanding of the values and principles of Oxfam
Desirable
• Knowledge of Oxfam GB’s and/or Oxfam Intermon’s internal contract management system
• Experience in raising funds from Corporations and non traditional donors
• Spanish and Creole an advantage
• Knowledge of the region/country
