The United Methodist Committee on Relief (UMCOR) is a United States based not-for-profit organization which is registered as a non-governmental organization (NGO). UMCOR has a long operational history in Haiti. Across all its programming (livelihoods; water, sanitation and hygiene; and shelter and reconstruction), UMCOR Haiti supports community engagement. This involves extensive community-based consultation and participation as well as close coordination among project partners including the Government of Haiti (GoH) and donor partners. The overarching objective of UMCOR Haiti’s efforts is to support the Government of Haiti (GoH) in implementing sustainable post-earthquake reconstruction and development. The UMCOR Haiti Strategy which covers the period 2013-2017 takes into account Haiti’s development challenges pre-earthquake yet focuses on reconstruction and projects adequate for reconstruction given the changes in context, content, and focus of the Government of Haiti’s (GoH) “Build Back Better” agenda.
The purpose of UMCOR’s Haiti mission is to provide emergency response, early recovery and transitional development assistance in the affected regions of Haiti.

ESSENTIAL FUNCTIONS:
The WASH Community Engagement Facilitator (CEF) works in the community, supporting the WASH team to encourage and motivate project participants. He/She encourages them to identify how they could take initiative and become involved in the water sanitation hygiene and solid waste management in their communities and take greater responsibility for their own and their family’s well-being. The CEF works to assure quality in WASH programming,working in a transparent way with the highest integrity in daily WASH activities including community mobilization, empowerment and capacity building in the communities. This position requires attention to detail, patience, strong time management and training skills, teamwork, initiative, and responsiveness.
PRIMARY RESPONSIBILITIES:
Responsibilities and duties are, but not limited to, the following:
1. Using a variety of approaches to disseminate knowledge and “market” the concept of water, sanitation, hygiene, and solid waste management at both household and institutional levels.
2. Utilize various methods of WASH community engagement including PHAST, CHAST, CLST and open space.
3. Engage the community in accessing new WASH resources, services and opportunities for improvement or meeting local needs.
4. Coordinate and meet with other stakeholders, community groups, organizations, associations, committees and local authorities for smooth, efficient and effective implementation of the activities in order to foster collaboration and coordination.
5. Carry out regular monitoring visits ensuring that project objectives are being met within the stated time-frames in accordance with recognized international standards.
6. Participate in needs assessments, surveys to design project interventions and to collect baseline and other data including door to door data collection.
7. Map existing water resources, sanitation, and other resources at the community and household levels;
8. Implement effectively and within time and budget WASH program as per the project proposals and project requirements.
9. Coordinate with beneficiary leaders to ensure community participation and ownership.
10. Translate written program documents and verbally at meetings in English, French, and Creole as needed.
11. Prepare reports and marketing material regarding UMCOR WASH activities and sector context.
12. Take part in the selection, design, pre-testing, developing, dissemination and evaluation of the impact of appropriate IEC hygiene material..
13. Maintain records of WASH activities or contribute to central files.
14. Expand and deepen community and household awareness and acceptance of the need to stop open defecation, and to accept their role in increasing household latrine access and solid-waste management.
15. Assist in implementing UMCOR’s planned school-led’ total sanitation approach’.
16. Support the work of other sector staff as needed, including community engagement, participating in assessments and data collection activities.
17. Work in harmony with other project staff and field teams for the effective and efficient day-to-day management of the WASH activities in project area.
18. Other reasonable duties as assigned
Qualifications Requises
1. University degree is preferred in communication, water, sanitation, hygiene or similar subjects.
2. Minimum two years experience of working with NGOs on water, sanitation and hygiene promotion projects and community engagement.
3. Must be able to be flexible and willing to work independently and carryout duties as needed.
4. Proven training and experience in facilitation of CLTS, PHAST, CHAST, and open space methods preferred.
5. Candidates with experience in Community Driven Development Approach preferred
6. The ideal applicant should be comfortable collaborating with faith-based local partners.

3. Ability to work independently and as a team player. Successful candidate is someone who demonstrates leadership and is able to support and work with both local and international staff; works in a sensitive and participatory manner and is able to motivate others.
4. Able to communicate clearly and sensitively with internal and external stakeholders as a representative of UMCOR. Excellent written and oral communication skills in English, French and Creole.
5. Is trustworthy with high integrity and has a clear commitment to UMCOR's core values and humanitarian principles.
6. Works in a harmonious manner with others to support the successful design and implementation of WASH and other assigned projects,
7. Pro-active in planning and engaging communities.
8. Experience in working with faith-based organizations is a plus.
