Background: Pathfinder International seeks a Technical Director for Integrated Services for a USAID/Haiti health systems strengthening and service delivery project, Services de Santé de Qualité pour Haïti (SSQH). The overall purpose of the SSQH project is to improve the health status of the Haitian population, specifically in the areas of HIV and AIDS, family planning and reproductive health, and maternal and child mortality and nutrition. This will be achieved by: (1) increasing utilization of the Ministère de la Santé Publique et de la Population's (MSPP) integrated package of services at the primary care and community levels; (2) improving the functionality of the USG-supported health referral networks; (3) facilitating sustainable delivery of quality health services through the institutionalization of key management practices at both the facility and community levels; and (4) strengthening departmental health authorities' capacity to manage and monitor service delivery. This position is contingent upon project award and funding.


Fonctions

Position purpose

The Technical Director provides technical leadership and expertise to the Project and in-country counterparts to strengthen the delivery, access to and quality of HIV and AIDS, Family Planning/Reproductive Health, Maternal and Child Health, and Nutrition services at the facility and community levels. S/he helps to identify, develop and disseminate relevant tools, approaches and best practices to improve project performance, introduces and monitors quality assurance standards and guidelines and integrates supportive supervision and mentoring activities at each service delivery level. The Technical Director Integrated Services guides quality improvement programs at facility and community-levels to maximize impact of high quality and sustainable clinical and community-based health services. He/she analyzes project data; documents service delivery accomplishments, and works closely with SSQH M&E staff to track and present progress made toward reaching project objectives. The incumbent has primary responsibility for organizing and preparing SSQH semi-annual, annual, and other major project reports. In this regard, s/he will organize and lead the reports preparation process, coordinate with SSQH M&E and technical directors and advisors, establish the timeline for and consolidate the write-ups of technical staff for the reports.

Key Responsibilities
• Provide leadership and technical direction to develop, implement and monitor services and quality improvement approaches, especially through the Integrated Mentoring Teams.
• Work with SSQH staff and local implementing partners to develop and adapt practical and sustainable tools to enhance the quality and sustainability of clinical and community services.
• Develop training curricula and materials, and provide technical guidance for facility-based guidelines, standards and quality improvement approaches.
• Contribute to the development and implementation of community-based guidelines and protocols, standards and quality-improvement approaches.
• Develop and guide the implementation of service integration approaches, both at the vertical level (integration between services of different complexity levels) and at the horizontal level (integration of services being delivered by the same provider)
• Monitor project achievements and developments, analyze success vis-à-vis the project design and propose the adaptation of interventions according to the realities in the field, aiming to increase quality and results
• Supervise and monitor the implementation of community-based health services, including the integration between community and clinical services
• Support capacity building interventions to develop the capacity of NGOs to increase the quality of services they provide in their clinics.
• Work closely with Project staff and implementing partners to identify, document, disseminate clinical best practices and position the Project to take them to scale.
• Has primary responsibility for collaborating with M&E staff and coordinating, analyzing, consolidating and synthesizing input from SSQH technical directors, advisors and partners for the SSQH semi-annual and annual reports, including required PEPFAR reports.
• Participate in technical meetings, national workgroups and taskforces
• Support and coordinate activities with Technical Director Public Sector Services
• Perform other duties as required and/or assigned.


Qualifications Requises

• A medical degree (doctor or nursing) or Master’s in Public Health;
• At least 10 years’ experience in the field of primary health care with in-depth technical
• knowledge of implementing maternal and child health, family planning, HIV/AIDS and other
• infectious disease programs;
• At least 5 years’ experience in managing donor-funded projects and in the design and
• implementation of overseas health projects; ;
• Familiarity with results-based financing programs in public health;
• Strong oral and written communication and presentations skills in French (tested FSI R4/S4) and
• English; working knowledge of Creole is preferred but not essential;
• Ability and willingness to travel in country and to the US.

• Knowledge of the political, social, economic and cultural environment in Haiti.


Preferred Qualifications

• Resident and professional experience in Haiti strongly preferred.
• Additional proficiency in Haitian Creole preferred.
• Significant experience designing, implementing, monitoring and evaluating USAID-supported health programs.
• Familiarity with U.S. government regulations, procedures and reporting requirement. As a key position, the employment is contingent on USAID’s approval.
