ROLE PURPOSE:
Save the Children works in five of Haiti’s departments, reaching children and families with programming in the thematic areas of education, health (including WASH), child protection, child rights governance and child poverty. We have a current staff complement of over 120 and approx. $8 million budget for 2015. We are growing and refining our portfolio to provide quality impactful programs for Haitian children. In education we work closely with the Ministry of Education on literacy, community outreach and increasing the quality of education, as well as reduction of physical and humiliating punishment. We also have school health and nutrition and adolescent development programming. In child protection we work on strengthening national child protection systems, with a focus on community based extension of these systems in close collaboration with IBERS. We work on particular issues within child protection, for example children who are displaced, and children in domestic servitude.
The Manager, Economic Strengthening will hold overall responsibility for quality implementation of a project targeting child domestic workers, as well as specific responsibility for ensuring the technical quality of the economic strengthening components. For economic strengthening elements, the Manager will be expected to undertake design, oversee training as necessary, and monitor implementation for quality. He/she will also be expected to coordinate the work of various other SC technical and line staff to ensure that the project meets objectives in a timely, high-quality manner.

KEY AREAS OF ACCOUNTABILITY:
Project Management
 Lead regular team coordination meetings;
 Ensure the daily management of project activities with strict field oversight;
 Lead budget management, budget versus actual analysis, cash forecasting;
 Lead joint planning of activities with program and support staff;
 Ensure compliance of the team with all SC standards and policies;
 Ensure compliance of team with all donor regulations and standards;
 Lead the development of donor reports and other regular reports requested.
Program Development
 Oversee adaptation of financial education curricula for children and adults and related trainings of trainers, and monitor for quality

 Design and manage implementation of cash transfers for at-risk and recently reintegrated households;
 Lead training of field office staff on organizing and facilitating VSLAs and conduct field-level; monitoring and analysis of reporting data to ensure their sound functioning, coaching, mentoring, and taking corrective action with field staff as necessary;
 Seek supporting financing opportunities to support targeted beneficiaries;
 Contribute to the SC Haiti child poverty strategy and overall country strategy;
 Propose and oversee continuous improvement to increase program quality;
 Participate in workshops/working groups to increase program quality.
Monitoring, Evaluation, Accountability and Learning (MEAL)
 Support the finalisation of the design of household vulnerability assessments (survey) tool and implementation of this tool;
 Refine the methodology for participatory child-led identification of children at-risk of CDW;
 Support the implementation of monitoring and evaluation activities, including those related to research;
 With the MEAL unit, project team and partners, lead and document regular working sessions to revise data collected and adjust project planning accordingly;
 On a monthly basis, and in collaboration with the MEAL Officer, update and submit the different sections of the Detailed Implementation Plan (which include Indicator Tracking Table) to SC leadership;
 Assure the functioning of the beneficiary accountability system for the project;
 Organise at least quarterly information sharing meeting with community members and partners to explain project progress and findings.
Representation and Partnership
 Support liaison, field trip hosting and information sharing with the project donor as necessary;
 Represent the project and child poverty sector in external meetings and working groups as necessary;
 Seek synergies, and in particular referral possibilities, with other potential partners;
 Support partner evaluations as necessary and apply SC partnering policies.
Advocacy, Communication and Child Rights Governance
 Contribute to the development and implementation of advocacy plan for the project;
 Contribute to the development and implementation of communication plan for the project;
 Contribute to SC child rights governance activities as required.

Qualifications Requises

QUALIFICATIONS AND EXPERIENCE
Essential
 At least 3-5 relevant experience in economic strengthening for vulnerable households in Haiti, with preference for work in the context of a livelihoods graduation program, especially with cash transfers, VSLAs, and financial education;
 Thorough knowledge of the implementation context in Haiti;
 Experience coordinating multiple workstreams of a complex project, identifying interdependencies and formulating and monitoring comprehensive, realistic workplans;
 Detail-oriented, diplomatic self-starter capable of identifying and resolving strategic issues in project management as well as conduct work at a deep technical level;
 Experience managing work teams in dispersed areas;
 Experience managing qualitative and quantitative research;
 Ability to travel frequently to the field (~50%);
 Fluency in Creole, French and English.
Desirable
 Experience working with child domestic workers or other forms of child labor and/or households affected by them, or other types of orphans and vulnerable children;
 Experience ensuring compliance with child safeguarding policies;
 Network of contacts in economic strengthening in Haiti.


Conditions particulières

CHILD SAFEGUARDING:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process
