Introduction
The Maternal and Child Survival Program (MCSP) is a global, USAID Cooperative Agreement operating in 24 high priority countries to introduce and support high-impact health interventions with the ultimate goal of ending preventable child and maternal deaths within a generation. The Program is focused on ensuring that all women, newborns and children most in need have equitable access to quality health care services to save lives. USAID’s MCSP supports programming in maternal, newborn and child health, immunization, family planning and reproductive health, nutrition, health systems strengthening, water/sanitation/hygiene, malaria, prevention of mother-to-child transmission of HIV, and pediatric HIV care and treatment. USAID’s MCSP engages governments, policymakers, private sector leaders, health care providers, civil society, faith-based organizations and communities in adopting and accelerating proven approaches to address the major causes of maternal, newborn and child mortality such as postpartum hemorrhage, birth asphyxia and diarrhea, respectively, and improve the quality of health services, from household to hospital.
USAID’s MCSP program in northern Haiti is hiring a Senior Accountant. The Sr. Accountant will assist the Finance and Accounting Manager in the management of MCSP Haiti-North financial and administrative functions. This will include accurately collecting and recording financial, accounting and administrative records in a way that ensures compliance with USAID MCSP and Jhpiego compliance specifications. This position will be based in Cap Haitien.
Fonctions
• Work under the guidance of the Finance and Accounting Manager in order to carry out the financial requirements of the project and office operations
• Ensure that USAID resources are appropriately directed to project priorities and are in line with project work plans
• Use the project financial accounting system put in place
• Prepare accurate budgets, track expenses, ensure that required financial controls are in place and adhered to, prevent over expenditure of budgets, ensure proper safeguards of funds, and ensure compliance with established USAID, JHU and Jhpiego financial and accounting procedures
• Update monthly accruals and projections to support forecasting accuracy and project completion as required
• Implement and maintain detailed financial reporting and reimbursement process in accordance with Jhpiego's established financial system
• Review, reconcile and monitor all accounts, including major project operating accounts, and petty cash operations involving cash advances
• Serve as a resource person for non-finance staff on USG, JHU and Jhpiego rules and policy
• Work closely with auditors during audits of Jhpiego field programs.
• Make budget adjustments, and other cost improvement measures, as required
• Use various software applications, such as spreadsheets, relational databases, statistical packages, and graphic packages to assemble, manipulate, and format data and/or reports
• Prepare responses to donor’s questions on financial information or budget application/proposal numbers.
• Ensure compliance by all assigned staff to the JHU and Jhpiego timekeeping requirements, as well as, timely approval of timesheets
• Direct and oversee the monitoring and annual auditing of cost-share requirements, tracking and reporting
• In collaboration with the MCSP North Chief of Party, plan and organize the administrative work of the project
• Provide guidance, monitoring, and support to the office administrator and logistics staff, including procurement for goods and services; logistical support for local and international travel for staff and consultants; financial oversight of local sub-grantees as needed; and maintenance of office inventory
• Ensure staff time sheets are completed as required and maintain records of leave and attendance for project staff
• Provide guidance and support for contracts development and management
• Supervise project finance, contracts, administrative, and logistics support staff
• Other duties and responsibilities as requested by the F&A Manager
Qualifications Requises
• BA in Business Administration, Finance or related field, MBA preferred
• 7+ years’ experience managing USG grants and/or sub-contracts, especially in Haiti
• Knowledge of USG assistance policies and procedures
• Demonstrated experience organizing resources and establishing priorities
• Sub-contract and sub-agreement financial management experience
• Understanding of the difference between contracts and cooperative agreements and their relevant terms and conditions
• Experience developing finance and accounting policies, procedures and systems
• Effective communicator and can explain the project’s direction and motivate others with strong, honest leadership
• Ability to gather data, compile information and prepare reports
• Problem solving skills and excellent general management skills particularly in facilitation, team building and coordination
• Strong oral and written communication and presentation skills in French, Haitian-Creole and English
• Comfortable with a team approach to management and the ability to manage several major activities simultaneously
• Demonstrated leadership and management style that works in cooperation with others who represent a wide range of interests and needs
• Ability to work independently with a supervisor based in Port-au-Prince.
• Experience supervision a F&A team of at least 5 people
• Ability to travel domestically in the northern departments as needed
• Experience with international, non-profit organizations
• In depth knowledge financial software applications, databases and spreadsheets, including Microsoft Office packages, QuickBooks Enterprise, and others.
