The United Methodist Committee on Relief (UMCOR) is a United States based not-for-profit organization which is registered as a non-governmental organization (NGO). UMCOR has a long operational history in Haiti. Across all its programming (livelihoods; water, sanitation and hygiene; and shelter and reconstruction), UMCOR Haiti supports community engagement. This involves extensive community-based consultation and participation as well as close coordination among project partners including the Government of Haiti (GoH) and donor partners. The overarching objective of UMCOR Haiti’s efforts is to support the Government of Haiti (GoH) in implementing sustainable post-earthquake reconstruction and development. The UMCOR Haiti Strategy which covers the period 2013-2017 takes into account Haiti’s development challenges pre-earthquake yet focuses on reconstruction and projects adequate for reconstruction given the changes in context, content, and focus of the Government of Haiti’s (GoH) “Build Back Better” agenda.
The purpose of this consultancy is to do daily monitoring of the work of construction companies contracted by UMCOR within West Department.
Fonctions
UMCOR Haiti is currently seeking a national Construction Monitoring Engineer for its works West Department to be responsible for monitoring the work of construction companies hired to construct buildings on behalf of UMCOR. This work includes, but is not limited, to classroom blocks, sanitation facilities, covered markets, individual houses, etc.
The Construction Monitoring Engineer will be required to work up to 48 hours per week. The work may entail early mornings, late afternoons and weekends depending on the stage of construction. The Construction Monitoring Engineer will report to the Shelter and Reconstruction Coordinator in Port au Prince on a daily basis. Administrative and logistical support will be provided by UMCOR.
Transport is provided between Port au Prince, Cabaret and Miragoane and sites during working hours (weekdays and weekends). Candidates with experience in reinforced concrete and similar buildings are preferred.
At this time the work commissioned by UMCOR include two six classroom school blocks with sanitation facilities, a community centre and a covered market in the Cabaret area, Footbridges in PaP, and two six classroom blocks with sanitation facilities in Miragoane.
The Construction Monitoring Engineer will be in the field 90% of the time reporting daily on progress at the assigned sites, ensuring the technical specifications of the contract are followed and the quality of the work is satisfactory. The Construction Monitoring Engineer will also report any issues arising from the community, the construction company and UMCOR staff and assist in resolving them.
Responsibilities and duties are, but not limited to, the following:
1. Ensure contractors complete works in accordance with the BOQs and technical designs, on time and in respect to the budget.
2. Monitor and evaluate the program progress on a daily basis.
3. Ensure that accurate and detailed records of project matters are formulated and kept on a daily basis and written requests for all corrective actions are provided to the contractor and signed off as received.
4. Conduct site assessments and surveys as needed.
5. Ensure the contractors provide a detailed weekly workplan, oversee the implementation of that plan and report any deviation in terms of timing, quality or incidents on the worksite
6. Be aware of security issues around the sites, for staff, and of equipments – working with the construction companies to resolve issues and alerting the Shelter and Reconstruction Coordinator of any incidents involving the contractor, the workers, the community or UMCOR staff.
7. Coordinate with school directors, program steering committee or other stakeholders to ensure community questions or concerns are directed to the proper staff for timely response. This may include participating in meetings to inform the stakeholders of the goals, requirements, procedures, contributions and progress on the objectives of the project.
8. Advise UMCOR’s Procurement Committees for construction works as requested.
9. Prepare and submit daily progress reports and personal workplans corresponding to the weekly work plans of the contractors.
10. Alert the Shelter and Reconstruction Coordinator and PISANS Program Coordinator to any and all instances that have the potential for a negative impact on the implementation of the project or compliance with the terms of the project agreement.
11. Take overall responsibility for achieving project objectives on time, on budget and compliance adhering to the contract and donor requirements.
12. Review documents, designs, BoQs and other materials as required.
13. Produce revised designs and technical drawings in compliance with all relevant design codes and standards, including production of BOQs, drawings and specifications, both for rehabilitation works and new construction.
14. Carry out construction training as requested by the Shelter and Construction Coordinator for improving the standards of local construction.
15. Any other work assigned by the Shelter Coordinator
Qualifications Requises
Degree in civil engineering and three or more years of demonstrated experience managing or overseeing construction on schools and or other public buildings. Highest integrity essential, proven experience in problem resolution and diplomacy at worksites.
SKILLS, KNOWLEDGE, ABILITIES:
• Direct work site management experience either as Foreman or Project Supervisor.
• Proven strong diplomatic and negotiation skills where problems have arisen at worksites.
• Excellent organizational ability and report writing skills.
• Highest integrity, ability to work with minimal supervision, plan work and adhere closely to workplans
• Strong work ethic and proactive attitude to follow up contractors and ensure they are held to quality standards and terms contract agreements
• Resourceful in finding appropriate solutions where problems and delays arise
• Excellent communications skills and understanding of need to keep supervisor briefed on all situations arising
