In charge of overall administrative, financial and technical management of Recruitment and Outsourcing departments
Fonctions
Recruitment and Outsourcing Contract Management
• In consultation with the Executive Director and the Finance and Administration Director, identify, design and implement annual strategic plans and objectives of organization.
• Oversee and coordinate the implementation of outsourcing contracts (seek out request for proposals, write proposals, contract issuance, follow-ups, etc)
• Oversee and coordinate the implementation of recruitment contracts (seek new clients, candidate selection, testing, interview, salary negotiations etc) and guarantee quality and proper response time.
• Maintain and analyze performance indicators of the processes of the Recruitment and Outsourcing departments based on best practices in order to monitor performance and generate the necessary corrective and preventive actions.
• Oversee handling of employment-related inquiries, such as employment verification requests and unemployment compensation inquiries and proceedings.
Client Relations Management
• Manage relationships with both outsourcing and recruitment clients.
• Meet with the recruiting and outsourcing team regularly to coordinate and ensure needs of clients are met and discuss anticipated needs (new positions, replacements, etc).
• Perform periodic visits at client worksites.
• Clarify scopes of work for clients in coordination with recruiters as needed.
• Assist clients as 'Helpdesk' resource and address their specific issues or needs
Human Resources Advising
• Develop, implement and maintain HR policies and procedures to ensure effective, fair and consistent management of staff at client worksites, and ensure that the staff handbooks are comprehensive and up-to-date.
• Ensures legal compliance by monitoring and implementing applicable human resource government requirements; maintain records; represent the organization at labor court hearings.
• Liaise with the company’s Legal Counsel to discuss HR-related issues, as needed.
• Provide professional level company assessment and advisory services.
Qualifications Requises
• Bachelor’s degree in Management, Administration, Business, Human Resources or other related fields. A Master’s Degree would be an asset.
• Three to five plus years of progressive leadership experience in Human Resources positions.
• Experience in staffing and recruitment.
• Specialized training in employment law, organizational planning, organization development, employee relations and preventive labor relations would be an asset.
• Strong understanding of government requirements and regulations (Code du Travail Haitian)
• Considerable knowledge of principles and practices of personnel administration.
• Strong interpersonal and writing skills.
• Excellent computer skills in a Microsoft Windows environment. Must include Excel and demonstrated skills in database management and record keeping.
• Effective oral and written communication.
• Excellent coaching and organizational skills.
• Evidence of the practice of a high level of confidentiality.
• Fluency in French and English is a must
