Introduction
The Maternal and Child Survival Program (MCSP) is a global, USAID Cooperative Agreement operating in 24 high priority countries to introduce and support high-impact health interventions with the ultimate goal of ending preventable child and maternal deaths within a generation. The Program is focused on ensuring that all women, newborns and children most in need have equitable access to quality health care services to save lives. USAID’s MCSP supports programming in maternal, newborn and child health, immunization, family planning and reproductive health, nutrition, health systems strengthening, water/sanitation/hygiene, malaria, prevention of mother-to-child transmission of HIV and syphilis, and pediatric HIV care and treatment. USAID’s MCSP engages governments, policymakers, private sector leaders, health care providers, civil society, faith-based organizations and communities in adopting and accelerating proven approaches to address the major causes of maternal, newborn and child mortality such as postpartum hemorrhage, birth asphyxia and diarrhea, respectively, and improve the quality of health services, from household to hospital.
USAID’s Maternal and Child Survival Program is hiring a Community Health (CH) Technical Advisor for the MCSP Haiti-North project. The CH Technical Advisor provides state of the art practical and operational guidance for community health program implementation in Haiti. The CH Technical Advisor serves as an expert to develop and strengthen CH interventions that will ensure significant expansion and improved quality of priority services at the community and primary health care levels. He/She will be part of a larger MCSP Haiti-North technical team as well as work collaboratively with other senior management. This position will report directly to the MCSP Haiti-North Technical Director. The CH Technical Advisor is responsible for guiding and overseeing the technical and strategic direction of MCSP Haiti-North’s Maternal and Child Survival Program CH programs in Haiti. This position is based in Cap Haitien.
Fonctions
Technical Leadership
• Provide technical guidance on CH that is technically sound, evidence-based and responsive to the needs of Haiti and USAID
• In consultation with MSPP and other stakeholders, design and support the implementation of a model of engaging wider communities through existing community groups in planning, implementing and monitoring community based RMNCH interventions
• Adapt trainers and basic training and mentoring/coaching materials for facilitating community engagement process
• Provide technical leadership, and build local capacity, especially of community health workers (CHWs), using proven training approaches and quality improvement methodologies
• Assist the MSPP to standardize the training and roles of CHWs and ensure they are polyvalant (in accordance with MSPP vision) in order to intervene in multiple health areas (including MCH, FP, STI/HIV/AIDS, tuberculosis and nutrition)
• Provide training of trainers, follow-up support and mentoring/supervision as necessary for CHWs using the latest MSPP curriculum available
• Provide technical leadership, training of trainers, basic training and build local capacity of community groups (community structures) using proven training approaches and quality improvement methodologies
• Maintain a database that includes all of the CHWs (names, ID, etc.), update quarterly and share as needed with MSPP
• Encourage use of individuals from the communities to become CHWs of their areas, and use associations, churches and other civil society organizations as entry points to spread community interventions
• Support the ‘Club des mères’ and the ‘Comités de surveillance de la mortalité maternelle’, and use BCC to turn passive community members into active leaders, peer educators and social promoters
• Foster linkages between community and facility activities, ensuring coordination and reduced duplication of effort among stakeholders
• Ensure validation of data at the community level and ensure it is housed and reported at the facility using the Community-based Information System (CBIS)
• Advocate with Ministry of Health for adoption of new evidence based CH best practices at health facilities
• Supervise technical coordinators as needed
• Advocate with other ministries, community, NGO’s, and influential leaders to support and promote CH components
• Contribute to and coordinate with the program’s monitoring and evaluation (M&E) team on activities to ensure that the program meets set targets in accordance with national and USG standards
• Represent program at national level stakeholder meetings and technical working groups in relation to CH and related technical areas
Management
• Contribute to annual work planning, training plans and quarterly reports and other required technical reports
• Contribute to timely, accurate and appropriate reporting of program activities and results
• Assist in conceptualizing, and providing leadership and strategic direction for the Haiti-North CH program
• With the Technical Director, oversee program design, implementation, quality assurance and monitoring of work plan
• Evaluate program progress against deliverables on a quarterly basis
• Ensure quality program implementation consistent with MSPP Haiti Guidelines and USAID Haiti Strategic Directions
• Coordinate with the other members of the technical team and NGO partners to develop and implement feasible community-based approaches
• Perform other duties as assigned by supervisor which contribute to the achievement of program goals
Qualifications Requises
Knowledge, skills and abilities
• Advanced knowledge and skills of the most up-to-date scientific evidence on effective interventions in CH
• Ability to provide competency-based CH training and assess the quality of training including an understanding of performance improvement and training techniques
• Experience in designing/writing, reviewing and/or editing practical technical resources (e.g., CH guidelines, learning resource packages, job aids, etc.)
• Experience in the development and implementation of strategic technical approaches in collaboration with other stakeholders who may represent a wide range of interests and needs
• Ability to build capacity and collaboration between governmental and non-governmental partners and other project implementers
• Experience in designing/writing, reviewing and/or editing data for donor reporting and presentations
• Excellent interpersonal, leadership, writing and oral presentation skills
• Strong change management, results-oriented and decision-making skills
• Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
Preferred Qualifications
• Master’s degree in public health with emphasis in CH
• 10 years of experience in health sector with focus on CH
• Experience developing successful, replicable and sustainable CH programs
• Expertise in research to practice identifying best practices and adapting them to program realities
• Familiarity with USAID policies and administrative procedures, and experience in design and implementation of overseas CH programs (especially in Haiti)
• Fluency in French and Haitian Creole, proficiency in English also desirable
• Excellent facilitation, oral and written communications skills
• Ability and willingness to travel around Haiti up to 30% of time
