The Maternal and Child Survival Program (MCSP) is a global, USAID Cooperative Agreement operating in 24 high priority countries to introduce and support high-impact health interventions with the ultimate goal of ending preventable child and maternal deaths within a generation. The Program is focused on ensuring that all women, newborns and children most in need have equitable access to quality health care services to save lives. USAID’s MCSP supports programming in maternal, newborn and child health, immunization, family planning and reproductive health, nutrition, health systems strengthening, water/sanitation/hygiene, malaria, prevention of mother-to-child transmission of HIV and syphilis, and pediatric HIV care and treatment. USAID’s MCSP engages governments, policymakers, private sector leaders, health care providers, civil society, faith-based organizations and communities in adopting and accelerating proven approaches to address the major causes of maternal, newborn and child mortality such as postpartum hemorrhage, birth asphyxia and diarrhea, respectively, and improve the quality of health services, from household to hospital.
USAID’s Maternal and Child Survival Program is hiring a family planning/reproductive health (FP/RH) Technical Advisor for the MCSP Haiti-North project. The FP/RH Technical Advisor provides state of the art practical, operational and clinical guidance for FP/RH program implementation in Haiti. The FP/RH Technical Advisor serves as an expert to develop and strengthen FP/RH interventions (including clinical governance/quality improvement, training, supervision, as well as design and implementation of FP/RH programs) that will ensure significant expansion and improved quality of priority services at the community and primary health care levels. He/She will be part of a larger MCSP Haiti-North technical team as well as work collaboratively with other senior management. This position will report directly to the MCSP Haiti-North Technical Director. The FP/RH Technical Advisor is responsible for guiding and overseeing the technical and strategic direction of MCSP Haiti-North’s Maternal and Child Survival Program FP/RH programs in Haiti. This position is based in Cap Haitien.
Fonctions
Technical Leadership
• Provide technical guidance on FP/RH that is technically sound, evidence-based and responsive to the needs of Haiti and USAID
• Provide technical leadership and build local capacity using proven training approaches and quality improvement methodologies
• Provide training of trainers, follow-up support and data-driven clinical mentoring/supervision as necessary for FP/RH, applying Jhpiego’s own review of the literature on effective methodologies for adult learning and transfer of learning to on-the job performance
• Ensure that all Haiti-North facilities offer FP services (including youth friendly services, comprehensive method mix, emergency contraception, etc.) and are compliant with all relevant US family planning regulations through training, display of comprehensible information in creole, regular monitoring and other activities
• Ensure that all Haiti-North sites offer RH services (including sexually transmitted infection [STI] detection/treatment services including syphilis testing and treatment for pregnant women
• Reinforce coordination and collaboration with MSH/LMS to address Haiti-North commodity needs, proper record-keeping and reporting, and to ensure the supervision and management of FP/RH commodities
• Advocate with Ministry of Health for adoption of new evidence based FP/RH best practices at health facilities and through home-based distribution by community health workers, such as latest edition of WHO’s Medical Eligibility Criteria for Contraceptive Use
• Supervise technical coordinators as needed
• Advocate with other ministries, community, NGO’s, and influential leaders to support and promote FP/RH components and integration of FP within MNCH services
• Contribute to and coordinate with the program’s monitoring and evaluation (M&E) team on activities to ensure that the program meets set targets in accordance with national and USG standards
• Represent program at national level stakeholder meetings and technical working groups in relation to FP/RH and related technical areas
Management
• Contribute to annual work planning, training plans and quarterly reports and other required technical reports
• Contribute to timely, accurate and appropriate reporting of program activities and results
• Assist in conceptualizing, and providing leadership and strategic direction for the Haiti-North FP/RH program, consulting with Jhpiego’s Technical Leadership Office as appropriate
• With the Technical Director, oversee program design, implementation, quality assurance and monitoring of work plan
• Coordinate technical assistance visits and inputs from MCSP and Jhpiego technical teams
• Evaluate program progress against deliverables on a quarterly basis
• Ensure quality program implementation consistent with MSPP Haiti Guidelines and USAID Haiti Strategic Directions as well as Jhpiego Program and Technical standards
• Coordinate with the other members of the technical team and NGO partners to develop and implement feasible FP/RH facility and community-based approaches
• Perform other duties as assigned by supervisor which contribute to the achievement of program goals
Qualifications Requises
Knowledge, skills and abilities
• Advanced knowledge and skills of the most up-to-date scientific evidence on effective interventions in FP/RH
• Ability to provide competency-based FP/RH training and assess the quality of clinical training including an understanding of quality improvement and performance improvement techniques
• Experience in designing/writing, reviewing and/or editing practical clinical technical resources (e.g., medical guidelines, learning resource packages, job aids, etc.)
• Experience in the development and implementation of strategic technical approaches in collaboration with other stakeholders who may represent a wide range of interests and needs
• Ability to build capacity and collaboration between governmental and non-governmental partners and other project implementers
• Experience in designing/writing, reviewing and/or editing data for donor reporting and presentations
• Excellent interpersonal, leadership, writing and oral presentation skills
• Strong change management, results-oriented and decision-making skills
• Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
Preferred Qualifications
• Master’s degree in public health with emphasis in FP/RH
• Minimum of five years of experience in health sector with focus on FP/RH
• Experience developing successful, replicable and sustainable FP/RH programs
• Expertise in research to practice identifying best practices and adapting them to program realities
• Familiarity with USAID policies and administrative procedures, and experience in design and implementation of overseas FP/RH programs (especially in Haiti)
• Fluency in French and Haitian Creole, proficiency in English also desirable
• Excellent facilitation, oral and written communications skills
• Ability and willingness to travel around Haiti up to 30% of time
