Introduction

The United Methodist Committee on Relief (UMCOR) is a United States based not-for-profit organization which is registered as a non-governmental organization (NGO). UMCOR has a long operational history in Haiti. Across all its programming (livelihoods; water, sanitation and hygiene; and shelter and reconstruction), UMCOR Haiti supports community engagement. This involves extensive community-based consultation and participation as well as close coordination among project partners including the Government of Haiti (GoH) and donor partners. The overarching objective of UMCOR Haiti’s efforts is to support the Government of Haiti (GoH) in implementing sustainable post-earthquake reconstruction and development. The UMCOR Haiti Strategy which covers the period 2013-2017 takes into account Haiti’s development challenges pre-earthquake yet focuses on reconstruction and projects adequate for reconstruction given the changes in context, content, and focus of the Government of Haiti’s (GoH) “Build Back Better” agenda.
The purpose of UMCOR’s Haiti mission is to provide emergency response, early recovery and transitional development assistance in the affected regions of Haiti.


Fonctions

ESSENTIAL FUNCTIONS:
UMCOR Haiti is currently seeking a national WASH Senior Engineer to support all general programming for the WASH department. This position is based in Port au Prince with travel as needed to other parts of the country.

The Senior WASH Engineer will be part of UMCOR’s WASH program in the Port au Prince office under the guidance of the WASH Coordinator. Housing and transportation to and from work is not provided for this position. Transport is provided for business purposes during working hours (weekday and weekends).

The Senior Engineer will be part of a team assessing needs, implementing projects, monitoring project, evaluating projects, and training in communities, schools and clinics. He/She will design and supervise construction of various WASH projects including but not limited to rainwater harvesting systems, gravity flow systems, pump and tank systems, sewer and septic systems, drainage systems, latrines, water supply, water treatment, compost, and incinerators. This position requires attention to detail, patience, strong time management and training skills, teamwork, initiative, and responsiveness.
Responsibilities and duties are, but not limited to, the following:

1. Conduct site assessments and surveys.
2. Develop and review designs, calculations, technical drawings in compliance with all relevant design codes and standards, including production of BOQs, drawings and specifications, design of repairs and new construction of WASH projects including coordination and completing of projects on schedule.
3. Review WASH Engineer’s designs, calculations, technical drawings, BOQs, and construction monitoring.
4. Carry out construction training as requested by the WASH Coordinator for improving the standards of local construction and staff.
5. Ensure contractors complete work in accordance with the specifications, BOQs and technical designs, on-time and on budget.
6. Ensure that accurate and detailed records of project matters are formulated and kept on a daily basis during construction and all necessary corrective action is provided to the contractor and signed. Coordinate technical matters and corrective changes will be reported and coordinated with the WASH Coordinator.
7. During construction, ensure the contractors provide a detailed weekly workplan, oversee the implementation of that plan and report any deviation in terms of timing, quality or incidents on the worksite to the WASH Coordinator.
8. Ensure as far as possible the security of the construction project, of staff, and of equipments –alerting the WASH Coordinator of any incidents involving the contractor, the workers, the community or UMCOR staff.
9. Coordinate with school directors, school community, government officials, associations, and other stakeholders.– the principle responsible is the WASH Coordinator. This may include participating in meetings to inform the community on the goals, requirements, procedures, contributions, and objectives of projects during the plan, design, construction and monitoring phases of the projects.
10. Coordinate with beneficiary leaders to ensure community participation and ownership.
11. Advise procurement committee members as requested.
12. Prepare and submit daily progress reports and personal workplans corresponding to the weekly work plans of the contractors.
13. Alert the WASH Coordinator to any instances that have the potential for a negative impact on the implementation of the project or compliance with the terms of the project agreement.
14. Take overall responsibility for achieving project objectives on time and on budget and adhering to the contract and donor requirements.
15. Review of documents and other materials prepared by contractors and consultants.
16. Complete accurate monitoring, evaluation, project and costing reports.
17. Ensure that accurate and detailed records and photographs of project matters are formulated and kept.
18. Maintain regular logs of program progress.
19. Take overall responsibility for achieving project objectives and adhering to the proposal and donor requirements.
20. Other duties as assigned.


Qualifications Requises

Qualifications required:

1. Masters University degree required. Master’s degree in WASH, Water and Sanitation Engineering preferred.
2. Minimum two years experience of working on water, sanitation and hygiene promotion projects.
3. Minimum four years experience working in WASH projects design and construction.
4. Autocad training and a minimum of 2 years experience preferred.
5. Must be able to be flexible and willing to work independently and carryout duties as needed.
6. Prefer proven training and experience in rainwater harvesting systems, gravity flow systems, pump and tank systems, sewer and septic systems, drainage systems, latrines, water supply, water treatment, compost, and incinerators.
7. Must be able to be flexible and willing to work independently and carryout duties as tasked.
8. Candidates with experience and training in Community Driven Development Approaches and Disaster Risk Reduction for WASH preferred.
9. The ideal applicant should be comfortable collaborating with faith-based local partners.

6. Works in a harmonious manner with others to support the successful design and implementation of WASH and other assigned projects,
7. Pro-active in planning and engaging communities.
8. Experience in working with faith-based organizations is a plus.
