DIRECTEUR FINANCIER – HOPITAL UNIVERSITAIRE DE MIREBALAIS (HUM)
Partners In Health (PIH) is an internationally recognized non-profit organization whose mission is to provide a preferential option for the poor in health care. Through service delivery, training, advocacy and research, PIH works to bring the benefits of modern medical science to those most in need. Headquartered in Boston, PIH has sites in Haiti and the Dominican Republic as well as Rwanda, Lesotho, Malawi, Peru, Mexico, Russia, Kazakhstan, Boston and the Navajo Nation, where we work to lessen the joint burden of disease and poverty. Founded in 1985, at a small community clinic in Cange, PIH and Zanmi Lasante (ZL, our Haiti-based sister organization) pioneered a community-based model of care, hiring and training thousands of accompagnateurs to prevent illness, monitor needs and deliver quality health care to people living with chronic diseases such as HIV and tuberculosis. In partnership with the Haitian Ministry of Public Health and Population (MSPP), PIH/ZL has expanded to a total of 12 sites in the Central Plateau and the Lower Artibonite, serving a catchment area of 1.3 million people.
Project Profile:
Located in the town of Mirebalais, 30 miles north of Port-au-Prince, the 300-bed national teaching hospital, run by PIH/Zanmi Lasante and the MSPP, represents the largest reconstruction project in the health sector launched in Haiti since the January 2010 earthquake. A national referral facility and teaching center, HUM was designed and built in response to a direct request from the Haitian government in accordance with the national plan to decentralize access to care and medical education.


Fonctions

Specific Responsibilities:
• Plan and establish a comprehensive system for financial management at HUM. This system should incorporate best practices in a range of core financial activities, including:
• Overall accounting systems
• Budget development and management
• Business Plan review
• Accounts payable and receivable
• Payroll management (in conjunction with HR)
• Financial reporting (to PIH/ZL, Haitian government, donors, and the broader public)
• Financial management of grants and other donations
• External audit review
In conjunction with HUM senior management, recruit, hire, and train a team of financial managers and staff to implement the activities listed above. Develop and implement systems for performance review and professional development of staff, including trainings and continuing education offerings.
• Work closely with the Central Administration team of Zanmi Lasante, as well as with the Boston-based PIH financial management team, to ensure seamless coordination between financial management at HUM and broader organizational financial management at ZL and PIH.
• In conjunction with HUM senior management and others, lead the process of preparing an annual operating budget for HUM prior to each fiscal year.
• In conjunction with the development team and others, prepare proposed budgets for grant proposals that seek ongoing operational funding for HUM.
• Maintain constant communication with relevant officials and departments within the Government of Haiti, to ensure full compliance with all national laws, regulations, and reporting requirements.


Qualifications Requises

• A personal and professional commitment to the mission and goals of HUM; to supporting the long-term development of Haiti; and to tirelessly strengthening human rights through the promotion of global health equity and social justice.
• 10+ years of experience as a financial executive in a major company or organization, either within Haiti or abroad. A relevant advanced degree is strongly preferred, as are formal certifications in key financial management practices. The candidate should have an established track record of successfully leading a financial department through external audits and/or other processes that validate the establishment of international standards of financial management.
• Experience living and working in Haiti, or other resource-limited environments, is strongly preferred. The candidate should have a demonstrated ability to be flexible and effective in the face of unexpected challenges.
• Strong people management experience, including the demonstrated ability to work respectfully, productively, and with humility; as well as demonstrated aptitude for teaching, training, and mentorship.
• French and/or Haitian Creole language abilities are strongly preferred; a working knowledge of English is also preferred.
