Background:
The Maternal and Child Survival Program (MSCP) is a global U.S. Agency for International Development (USAID) cooperative agreement to introduce and support high-impact health interventions in 24 priority countries with the ultimate goal of ending preventable maternal and child deaths (EPMCD) within a generation. In Haiti, the MCSP Haiti EPCMD project is focused on providing technical resources to the Ministry of Public Health and Population (MSPP), USAID’s Services de Santé de Qualité pour Haiti (SSQH) projects, and other implementing partners to better support the delivery of quality, high impact reproductive, maternal, neonatal and child health (RMNCH) services, through three functional model referral networks (MRNs), added capacity in training human resources for health, and a revitalized knowledge sharing and learning forum among community health civil society actors. Water, sanitation and hygiene (WASH) forms a key component of this support.
Purpose:
To implement MCSP-Haiti’s year one WASH plan in support of broader programmatic objectives.
MCSP-Haiti Program Objectives:
1: Provide national technical assistance to MSPP to create an enabling national policy and coordination environment for RMNCH in Haiti.
2: Establish the guidelines and technical standards for the structure and operation of three model referral networks (MRNs)—Ouanaminthe, Matheux, St. Michel De L’Attalaye—and support the SSQHs’ initial implementation of the MRN guidelines.
3: Increase the capacity of the national RMNCH training and education system, specifically at three National Training Hospitals and in at least one midwifery pre-service education (PSE) institution, to support the development of a health provider work force that is equipped with the knowledge and skills to effectively provide high impact priority RMNCH services.
4: Promote learning, knowledge sharing and coordination to foster the scale up of evidence based community health strategies.

The consultant will perform the following activities:
1. Preparation
a. Review background documents on project and meet project staff. (2 days).
2. Objective 1
a. Support Government of Haiti to improve WASH at health centers: (10 days).
i. Convene and facilitate a monthly coordinating mechanism to better link health center construction planning with WASH needs for health center construction. This coordinating body would include the different ministries involved in health facility improvements - e.g. public works, MSPP, DINEPA, etc.
ii. Convene disaster response units, NGOs (e.g. Oxfam), and MSPP to better integrate emergency response work - e.g. cholera responses - into health center operations. Outcomes of these meetings will be included in health center kit/guidelines.
3. Objective 2
a. Conduct rapid assessments of all 22 facilities in the three MRNs covered under MCSP. (15 days).
b. Write consolidated report of facilities, prioritizing health center facility improvements. (2 days)
c. Develop standard guidelines document for WASH at health facilities. In addition to standard operating procedures for WASH at health centers, this tool should include emergency preparedness and response – e.g. how to work with cholera responses. (5 days).
4. Objective 3
a. Collect and review WASH lesson plans from each of the three training institute’s faculty. (6 days).
b. Write report summarizing WASH training lesson plan needs within health system. (2 days)
c. Develop a standardized WASH training curriculum (including lesson plans) to be delivered at university teaching hospitals in Haiti. (10 days).
5. Final Reporting and Additional Work.
a. Write and submit final report including next steps for WASH for Health in Haiti. (2 days)
b. Contribute to DINEPA’s national ACAT WASH strategy development. (1 day).
Deliverables:
1. Summary report of health facility assessments in the three MRNs covered by MCSP.
2. Standard guidelines document for WASH at health facilities – to include operations, infrastructure, training, and emergency preparedness and response.
3. Summary report of WASH training needs for university teaching hospitals.
4. Training curricula and lesson plans for WASH for health courses at university teaching hospitals.
5. Final report.

EXPERIENCE AND SKILLS
Essential
Master’s degree in public health, water and sanitation, and/or engineering.
At least five years’ experience providing technical and capacity-building support for integrated WASH programming at health facility and community levels.
Experience working with MSPP and government health systems.
Experience implementing assessments of WASH facilities at institutions – health clinics, schools, hospitals, buildings, etc.
Expertise in WASH training curriculum development.
Fluent in French; excellent written and spoken English.
Availability and commitment to travel to and around Haiti.
High personal standards of implementation excellence: self-motivated, creative, energetic and resourceful.
High capacity to generate quality reports and presentations.
Strong ability to work independently as well as part of a team.
Desirable
Understanding of WASH-related government strategies, and private sector and social marketing initiatives and opportunities in Haiti.
Comprehensive understanding of CLTS, Sanitation Marketing, and Behavior Change Communication methodologies.
Experience with programming at the intersection of WASH and Nutrition.
Willingness to relocate to Cap Haitian for a potential follow on assignment.
