Financial Management Advisor

A health systems strengthening project, supported by USAID, seeks to recruit a well-qualified Financial Management Advisor for a project in Haiti. The Advisor will provide technical input, oversight, and delivery of activities related to capacity development in financial planning, accounting, reporting, business process improvement, and financial performance.
Location: Based in Port-Au-Prince, with travel to the Southern and West Regions

Primary Responsibilities Include
• Develop capacity building materials for government and non-government stakeholders on effective and efficient financial management systems for health
• Develop and implement relevant components of the project work plan
• Train project team to assess capacity of counterpart organizations’ financial systems
• Strengthen financial processes, systems, and staff of counterpart organizations
• Conduct financial systems capacity assessments health facilities and government organizations
• Propose and implement interventions to build institutional capacity in the related financial management areas
• Deliver capacity-building events in financial management and performance management for finance
• Promote a culture of financial governance and continuous process improvement for finance throughout the project and with counterpart organizations

Qualifications
• 5+ years’ experience with financial management systems for government for donor-funded projects, preferably projects focused on health
• Knowledge and experience in indicator selection, financial systems and process design and implementation
• Ability to lead training and capacity building activities
• Experience working in or with the health sector in Haiti, preferably with Departmental Health Directorates and/or health facilities, Knowledge of the SDHS project a plus
• Advanced degree in business administration, accounting, financial management, or related field preferred
• English and French fluency, written and spoken; Haitian Creole fluency desired
• Experience working with and reporting results to USAID and familiarity with USAID reporting requirements is strongly preferred
