POSITION: Results Based Financing Officer
A health systems strengthening project, supported by USAID, seeks to recruit a Results Based Financing Officer for a project in Haiti. The project will focus on strengthening multiple elements of the Haitian health system to enhance coverage and equity of quality, integrated health services and improve the health status of the Haitian population in the Central and Southern regions of Haiti.
Location: Based in Port-Au-Prince, with travel to the Southern Region

Primary Reponsibilities
• Serve as a key team member in charge of designing and implementing RBF activities
• Apply knowledge of health financing (demand and supply) to implement studies and activities
• Conduct health facility assessment and in collaboration with key stakeholders, provide inputs in the design of the RBF pilot scheme, including selection of RBF indicators
• Support the design and implementation of incentive transfer mechanism
• Develop RBF pilot Manual, check-list, data reporting and verification tools, and training materials
• Provide training to health facilities in preparation of RBF pilot roll-out
• Monitor and report progress of RBF pilot roll-out to MoPH and Departmental Health Directorates
• Provide training to Departmental Health Directorates on RBF pilot data validation
• Work with the Ministry of Public and Population Health, the project’s implementing partners and health sector staff to support sites and departments to implement RBF
• Coordinate with other partners on RBF acticities to share lessons learned

Qualifications
• 5+ years’ experience working with large-scale/national-level health financing mechanisms, potentially to include results based financing (RBF)
• Demonstrated experience with capacity building methods for health financing systems
• Experience with change management and organizational development, including standard procedure development
• Experience working in or with government ministries in Haiti, particularly the Ministry of Health
• Advanced degree in health planning and management, health finance, public health, or other related field preferred
• English fluency, written and spoken
