Program Overview
Pathfinder International seeks a Monitoring and Evaluation (M&E) Advisor for a USAID/Haiti health systems strengthening and service delivery project, Services de Santé de Qualité pour Haïti (SSQH). The overall purpose of the SSQH project is to improve the health status of the Haitian population, specifically in the areas of HIV and AIDS, family planning and reproductive health, and maternal and child mortality and nutrition. This will be achieved by: (1) increasing utilization of the Ministère de la Santé Publique et de la Population's (MSPP) integrated package of services at the primary care and community levels; (2) improving the functionality of the USG-supported health referral networks; (3) facilitating sustainable delivery of quality health services through the institutionalization of key management practices at both the facility and community levels; and (4) strengthening departmental health authorities' capacity to manage and monitor service delivery. This position is contingent upon project award and funding.

Position Purpose
The M&E Advisor serves as the focal point for measuring performance against the project’s performance indicators and using M&E data and information for evidence-based programming. S/he ensures that project leadership, technical advisors, implementing partners, and HQ have sufficient data and know how to use the data for decision making and performance improvement. In addition, the M&E Advisor coordinates the preparation of M&E reports to USAID and other key stakeholders.
Key Responsibilities
• Uses project data to systematically and consistently document achievements, success stories, and best practices.
• Institutes regular use of performance monitoring data among technical advisors, project managers, Country Offices, and other relevant Pathfinder staff.
• Coordinate the overall preparation for completing project indicator calculations; including monitoring tasks and contributions from a variety of project partners and contributors.
• Downloads data from national health management information systems (MESI and DHIS2) for the use of PMP indicator calculations and data archiving.
• Manage the master PMP table documenting indicator calculation results and narrative explanation related to performance
• Develop/maintain an M&E archive to ensure back-up documentation for future data quality audits (DQA).
• Consults with USAID, MOH and other stakeholders to establish a transparent, reliable, and valid M&E system that can easily be tracked and verified.
• Provides technical assistance and training to program teams and partner organizations as necessary.
• Provides technical support to strengthening M&E systems at national and district health directorate.
• Enters monthly service statistics data from 80 health facilities into the national health management information systems (DHIS2).
• Conducts data quality reviews of reports and data submitted by health facilities, consortium partners, UAS/DDS and others and engages these stakeholders to clarify and correct data quality issues both at the project and the lower levels of the health system
• Downloads data from national health management information systems (MESI and DHIS2) for the use of PMP indicator calculations and data archiving.
• Creates and manages databases for capturing and managing data not stored in existing national systems
• Produces routine and ad-hoc information products and data queries – including data visualization graphics - to support program management and evidence-based decision-making
• Collects PMP indicator data on a regular basis and performs data analysis to inform optimization of project activities and measure project progress.
• Conducts routine PMP data review with oversight from the M&E Director
• Alerts the M&E team of any issues with data collection, aggregation or reporting, including communicating data lags or data quality issues and recommends resolution to the M&E Director, the M&E team or other designated project leadership.
• Supports development of data reports documenting project achievements, lessons learned, and other findings, including semi-annual and annual reports to the donor per contract specifications.
Qualifications Requises
• At least 10 years of experience collecting, analyzing and managing donor funded project data.
• Familiarity with USAID or other USG administrative, management and reporting procedures and systems.
• Strong problem-solving skills, capacity to analyze information for maximizing program progress and impact,
• Ability to work independently and with attention to detail.
• Competency in MS Word, Excel, and PowerPoint and a statistical software package (STATA, SPSS, SAS or similar) and knowledge of ACCESS or other database software.
• Strong presentation skills including the ability to present to donors and other key stakeholders.
• Fluency in written and spoken English and French (tested FSI R3/S3); additional proficiency in Haitian Creole an asset.
• Broad understanding of comprehensive health, MCH, WASH, HIV/TB and the family planning situation in Haiti.
